Aviation Senior Consultant
Job Description
Cape Eagle Health, LLC is seeking a highly organized and motivated Senior Consultant with strong aviation experience to join our team in support the Bureau of Indian Affairs (BIA). This position is contingent on award. Incumbents are encouraged to apply!
The salary range (or hiring range) for this exempt position is: $108,900.The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. In addition, we offer a variety of benefits, including company holidays, paid time off, health insurance, dental insurance, vision insurance, life and disability insurance, tuition reimbursement, as well as a 401K with company match. This job will be posted until filled or withdrawn. This is a remote position.
Required:
Minimum 15 years of experience in aviation contract management and operations with wildland fire aviation crews and contractor pilots and crews.
Must have been a warranted contracting officer in the field of aviation within the last 15+ years.
Responsibilities:
  • Extensive demonstrated knowledge in aviation operations, aviation acquisition, and financial management related to the National Interagency Wildland Fire program and the Bureau of Indian Affairs.
  • Ability to lead or coordinate tasks and projects, provide training, and manage oversight of aviation operations in the field.
  • Experience with the Department of Interior database, Financial Business Management System (FBMS), and SAP Business Suite 4 (S4HANA), with ability to retrieve data from the Budget Execution and Reporting Tool (BERT).
  • Familiarity with the following regulations: Federal Acquisition Regulations, DOI Acquisition Regulations, Code of Federal Regulations, and DOI Policies and Manuals.
  • Knowledge and experience with Federal Contracting Regulations, including FAR, FAR Overhaul, and DIARs.
  • Proven problem-solving abilities demonstrated through prior performance in aviation or related fields
  • Proficiency in FBMS (S4HANA), Microsoft 365, Adobe, and similar software for generating documents, preparing presentations, and managing data.
  • Perform management and oversight of operational or consulting support tasks in one or more areas of the acquisition life cycle or program/project functional area, including purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development, analysis and implementation, federal government project or program management, federal statutes and regulations, and acquisition or contracting management.
  • Plan, schedule, and conduct all phases of assigned projects through own tasks and coordinated efforts of others.
  • Coordinate planning, design, quality control, and implementation of projects to ensure timely deliverables.
  • Provide work direction, project status, and feedback to team members and assist in issue resolution.
  • Design and develop deliverables based on client needs and expectations, presenting potential concepts.
  • Lead aviation acquisition and operations projects, including preparation of technical aircraft and pilot specifications and coordination with management-level staff.
  • Provide aviation contract and budget management information for the BIA aviation program, training, and subject-matter expertise during wildland fire season.
  • Contribute to evaluation, analysis, and development of recommended aviation solutions.
  • Provide advanced aviation oversight for contract and functional support, including development of aircraft requirements, solicitations, evaluations, and contract management.

  • Minimum 15 years of experience in aviation contract management and operations with wildland fire aviation crews and contractor pilots and crews. And six years of management consulting or related industry experience.
