JOB DESCRIPTION:  Bookkeeper

GENERAL PURPOSE OF POSITION:

The Bookkeeper performs bookkeeping responsibilities including accounts receivable, recording of purchase orders, fiscal controls, ledger duties and any other related duties as assigned for the City of Saint Robert.

MAJOR DUTIES AND RESPONSIBILITIES:

Keeps all books and records as required under governmental accounting, auditing, and financial reporting standards.

Responsible for maintaining the General Ledger accounting module, including reconciling all general ledger accounts, maintaining general ledger journal entries, balance sheets, trial balance, chart of accounts, funds and fund descriptions.
Prepares payroll/payroll taxes 

Works concurrent with Finance department on posting cash receipts and coordinating disbursements and appropriate reports.

Responsible for preparing for and providing all records necessary for the annual or special audits.

Assists in the establishment and maintenance of system of internal controls to ensure adequate checks and balances, separation of duties, transparency, and security of municipal assets.

Develops monthly year-to-date reports and other financial reports to keep the municipal manager, department heads, and elected boards up to date on the budget status. Prepares other financial reports as necessary to ensure municipal officials are fully aware of their municipal finances.

Ensures that timely and accurate filings are made with governmental agencies.

Works closely with Accounts Payable and Utility Billing to ensure accurate billing and account maintenance.

JOB CONTEXT:

The Bookkeeper is a full-time, permanent position in the Administration Department. The immediate supervisor for this position is the Finance Officer. The person in this position is supervised weekly, primarily for reporting purposes. The person in this position works regular hours, year-round. There is no occasion for overtime, night work, or shift work associated with this position. The person in this position almost never receives phone calls regarding work at home. 95% of the work for this position is done indoors, and 5% of the work is done outdoors. The Bookkeeper is accountable for the monetary, fiscal, safety, and legal issues for which this position is responsible.

In this position, there is occasional exposure to chemicals and/or hazardous materials in the form of cleaning supplies. The stress level associated with this position is average to moderately high, depending upon the monthly workload cycle. Physical work consists of, but is not limited to, sitting for long periods of time, using the computer for data entry, carrying cases of paper, and walking up and down stairs.

LICENSES AND CERTIFICATIONS:

There are no licenses or certifications required for this position.

EDUCATION AND EXPERIENCE:

The person in this position must have a high school degree or its equivalent.

Two- year degree in Business with emphasis in accounting is desired.

At least three years of experience in accounting or bookkeeping is preferred.

At least three years of office experience is strongly recommended.

Certain duties of this position are classified as "safety-sensitive." Therefore, the person in this position will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis in accordance with the City's Alcohol & Controlled Substance Use, Abuse and Testing Policy.
