This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.
Performs highly complex computer systems analysis work for the CTO team, with a focus on technology modernization, AI-enabled automation, and reliable digital transformation. Work involves designing, coding, implementing, and maintaining automation utilities, migration scripts, intelligent verification tools, and configuration workflows that support repeatable, secure, and scalable modernization efforts. The position supports cloud and infrastructure modernization, application and file migration, AI-assisted validation, automated configuration management, pipeline troubleshooting, runbook development, knowledge transfer, and coordination with cloud, application, infrastructure, security, and program teams to improve delivery speed, accuracy, consistency, and operational readiness. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Designs, codes, and implements modernization automation utilities, migration scripts, and configuration tooling to support repeatable cloud, infrastructure, and application modernization activities. Develops AI-enabled or rules-based automation where appropriate to reduce manual effort, improve consistency, and accelerate migration and transformation work. 40%
Develops and maintains verification applications and AI-assisted validation tools to test, validate, and confirm successful migration of assets, configurations, permissions, and system dependencies, helping ensure modernization efforts are accurate, secure, and production-ready. 35%
Troubleshoots automation, AI-assisted validation, infrastructure, and pipeline failures during modernization activities; modifies scripts, configuration code, or deployment logic to resolve errors and improve reliability, repeatability, and operational readiness. 15%
Prepares modernization runbooks, automation playbooks, pipeline charts, architecture tables, and knowledge transfer materials to support staff adoption of automation, AI-enabled tools, and standardized modernization practices.5%
Performs other duties as assigned to support CTO modernization, automation, AI enablement, and operational improvement initiatives.5%
Knowledge, Skills and Abilities (KSAs):
  • Knowledge:
    • Thorough knowledge of technology modernization principles, cloud and infrastructure migration patterns, automated systems engineering, and repeatable environment provisioning.
    • Thorough knowledge of scripting and automation environments, such as Python, Bash, PowerShell, APIs, and configuration workflows used to modernize and automate system operations.
    • Thorough knowledge of AI-assisted validation concepts, rules-based verification, file transfer methods, checksum models, access validation, and automated quality checks used to confirm successful modernization outcomes.
    • Thorough knowledge of DevOps and Agile delivery practices, including version-controlled code, pull requests, deployment pipelines, iterative script improvements, and reusable modernization playbooks.
  • Skills:
    • Strong skill in designing unattended, resilient automation tools that support cloud, infrastructure, application, and file modernization activities across complex environments.
    • Strong skill in coding automated and AI-assisted post-migration validation tools that verify configurations, routing states, access permissions, data integrity, and readiness for production use.
    • Strong skill in interpreting automation and deployment pipeline telemetry, resolving unexpected exceptions, and improving scripts, workflows, and validation logic during active modernization efforts.
  • Abilities:
    • Ability to prepare clear modernization runbooks, automation playbooks, tool documentation, pipeline flowcharts, and knowledge transfer materials for technical and operational teams.
    • Ability to support adoption of newly introduced automation and AI-enabled verification assets by infrastructure, cloud, application, security, and program teams.
    • Ability to quickly adapt automation scripts, validation modules, and modernization workflows to changing infrastructure, security, business, and operational requirements.

Initial Screening Criteria:
  • Graduation from an accredited four-year college or university with major coursework in computer science, engineering, software automation, or a related field. Experience may substitute for education on a year-for-year basis.
  • Minimum of 4 years of experience developing automated scripting pipelines, system configurations, or deployment routines.
