Job description

Summary Statement

This position is with the PHRST Testing and Development team. The incumbent provides advisory human resource and payroll system functional development services to ensure efficient and effective system controls. Functional expert in planning, analysis, requirements gathering, requirements documentation, design, testing, implementation and maintenance of an integrated human resource and payroll information management system.\r\n

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Provides system analysis and consultation for HRIS applications, helpdesk operations, system training, and/or data reporting to end users which may include all state agencies, school districts, charter schools, higher education institutions, vendors, outside organizations, counties, and municipalities.\r\n Researches and resolves customer inquiries, requests, system problems, or training and education needs; performs scheduled activities, and recommends solutions or alternate methods to meet requirements.\r\n Monitors reports and processes data change requests to update or correct data in the system and resolves issues and user access/security; documents and tracks customer or training inquiries and resolutions using an internal automated system.\r\n Ensures compliance with state and federal laws, rules, regulations, standards, policies, and procedures pertaining to statewide HRIS.\r\n Participates in HRIS business requirements analysis, system testing, change management or training of system implementations, upgrades, updates, and enhancements.\r\n Conducts special assignments and projects.\r\n Develops, runs, maintains, and supports a variety of reports or queries utilizing appropriate reporting tools for ongoing customer needs.\r\n Runs processes to make corrections or updates to ensure employee data, pay, and benefits reflect accurately.\r\n Maintains, reviews, verifies, and updates system tables and configuration to ensure compliance with all state business practices, federal and state regulations, and laws.\r\n Reviews existing business processes, policies, and procedures, identifying opportunities for process improvement and increased efficiency.\r\n Participates in meetings, conference calls, and presentations.\r\n Updates HRIS procedures, job aids, and/or training material for staff and end users.\r\n May evaluate the effectiveness of training programs, courses, curricula, and training resources and modify them to meet needs and plan, develop, coordinate, and deliver system training and education courses and curricula, services, and activities such as instructor-led classroom, on-the-job or virtual training, or workshops.\r\n Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.\r\n Performs other related duties as required.\r\n\r\n

Job Requirements

JOB REQUIREMENTS forHRISLead\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n\r\n\r\n Three years' experience in researching, analyzing and interpreting data to resolve automated information system inquiries, requests, or problems, or to meet automated information system training needs.\r\n One year of experience analyzing and evaluating HRIS applications to ensure compliance with state and federal laws, rules regulations, policies and procedures.\r\n Six months' experience in information systems project management such asplanning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of information systems projects.\r\n Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.\r\n\r\n\r\n\r\n
