Job description

CVP is seeking a Systems Architect / Technical Lead to provide technical authority for the NIH Executive Secretariat's controlled-correspondence and records management system. This role demands deep expertise in enterprise records management, executive workflow architecture, and the ability to rapidly baseline an incumbent platform at contract transition. 


  • Provide technical authority for software architecture, workflow design, and records-management patterns 
  • Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution 
  • Design and govern access control, digital/electronic signatures, full-text search/retrieval, and records retention 
  • Produce ARB artifacts and technical standards; mentor the engineering team 
  • Rapidly baseline and assess the incumbent architecture at transition 
  • Support NARA and DoD 5015 compliance requirements 

  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience 
  • 10+ years of technical leadership experience 
  • 8+ years of enterprise system development/integration experience 
  • 3+ years on comparable scope/complexity efforts 
  • Cloud/DevSecOps modernization experience 
  • Deep workflow and enterprise records-management architecture experience 
  • Strong knowledge of NARA electronic-record requirements, DoD 5015-compliant records management, and multi-tenant/separate-cabinet design 
  • Ability to rapidly baseline incumbent architecture at transition 

Desired Skills

  • NIH EPLC architecture/design artifacts knowledge 
  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility 
  • DevSecOps/CI-CD, automated testing, and code quality proficiency 
  • Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate 
  • Government-approved AI-assisted code/test workflow experience 
  • On-site availability when directed 

Salary Range: $160,000 - $180,000 (depending on experience)
