This role acts as a process and orchestration SME across ATO tollgates, partnering with Enterprise Architecture, Security Risk, Production Management, and application teams to deliver a streamlined, compliant, and developer centric path to production.

Why This Role Matters at State Street
ATO is the enterprise control point ensuring systems are secure, architecturally sound, and operationally ready prior to production.
The ATO Process Engineer enables speed with safety-reducing friction while preserving regulatory and architectural integrity.
This role is central to State Street's shift toward simplified, platform based, and automated governance.

  • Operate and maintain the end-to-end ATO process, covering Authorization to Design, Authorization to Develop, and Authorization to Operate phases.
  • Orchestrate cross functional activities across ADRB, ARB, ISRMP/CATO, and Production Management to ensure timely and complete ATO outcomes.
  • Act as a primary escalation point for complex or stalled ATO engagements.
    Governance & Control Enablement
  • Ensure ATO workflows enforce enterprise architecture standards, security controls, and operational readiness requirements prior to production release.
  • Support audit and regulatory expectations by maintaining clear process documentation, defined tollgates, and traceable approval artifacts.
  • Partner with Enterprise Architecture team to ensure architectural findings are addressed before ATO issuance.
  • Analyze current-state business and technology processes to identify opportunities for AI-driven automation, workflow simplification, and operational improvement.
  • Design, build, test, and deploy automation solutions using scripting, workflow orchestration, robotic process automation, and AI-based capabilities where appropriate.
  • Collaborate with process owners, engineers, architects, and business stakeholders to define requirements, success criteria, and implementation plans.
  • Integrate automation solutions with enterprise systems, applications, APIs, and data sources while maintaining reliability, scalability, and security.

Process Orchestration and Stakeholder engagement.

  • Operate and maintain the end-to-end ATO process, covering different phases.
  • Collaborate with architecture, security, risk, and delivery teams to resolve issues.

Stakeholder Engagement & Enablement

  • Serve as a trusted advisor to application teams, guiding them through ATO requirements and expectations.
  • Facilitate ARB / ATO office hours and provide clear guidance on scope, sequencing, and readiness criteria.
  • Collaborate with architecture, security, risk, and delivery teams to resolve issues efficiently without compromising control objectives.

Metrics, Reporting & Transparency

  • Provide regular reporting to ATO leadership and stakeholders on process performance and risks.

Required Qualifications

  • Bachelor's degree in information systems, Engineering, or equivalent experience.
  • 4+ years of experience in technology process engineering, governance, or enterprise delivery roles
  • Strong understanding of SDLC, architecture governance, security risk processes, and production readiness.

  • Knowledge of AI or machine learning concepts and their practical application in business process automation.
  • Experience with APIs, system integration, data transformation, and enterprise application connectivity.

Preferred Qualifications
