Position: Finance & Administrative Operations Director

Level: Senior Director or Director – Finance & Administrative Operations Director

North Carolina Association of Educators

Reports to: Executive Director

Classification: Full-time, exempt, senior director

Location: Raleigh, North Carolina (occasional travel required)

About NCAE

The North Carolina Association of Educators (NCAE) is the state's largest professional association and union representing educators and education support professionals. As an affiliate of the National Education Association, NCAE advocates for public education, champions the rights and working conditions of education employees, and works to ensure every student in North Carolina has access to a great public school. NCAE pursues its mission through member organizing, legislative and political action, collective advocacy, professional development, and coalition building.


Position Summary

The Finance & Administrative Operations Director (FAOD) serves as NCAE's senior director responsible for the stewardship of the Association's financial, administrative, human resource, technology, facilities, and operational infrastructure. Reporting to the Executive Director, the FAOD reviews, analyzes, and evaluates all matters relative to the financial interests of NCAE and working with consulting partners and vendors advises the Executive Director, the President, the Board of Directors, and the Budget and Finance Committee.


The FAOD directs and supervises a team of experienced accounting, finance, human resources, technology, and membership professionals, and ensures that the Association's operations support and advance its organizing and strategic priorities. The FAOD participates in the collective bargaining process with the staff union alongside the Executive Director and President and serves as a key advisor on the long-term financial sustainability of the organization.

  • Facilities & Administrative Services


Primary Responsibilities


Financial Leadership

  • Maintain an effective accounting system and provide overall administration and management of the accounting function, including budget formulation and execution, treasury, payroll, audit, and financial reporting.
  • Provide Strategic Budget, Income Statement, Balance Sheet, Cash Flow Analysis, and Membership Status (counts and dues receivable) reports
  • Direct multi-year financial planning aligned with the Association's organizing and strategic priorities.
  • Oversee membership dues processing and accounting, and the financial administration of

NCAE-PAC and related political funds in compliance with applicable law.

  • Lead the annual audit process and serve as the primary staff liaison to external auditors and the Budget and Finance Committee.
  • Work with investment consultant(s) to leverage financial resources to meet the organizational strategic plan needs


Organizational Leadership

  • Serves on Executive level leadership team
  • Develop operational strategies that advance the Board’s long-term goals
  • Advises the Executive Director, President, Board of Directors, and Finance & Personnel Committee on the financial position, risks, and opportunities of the Association
  • Integrate data analytics within assigned departments and ensure inclusion within executive team meetings


Administration & Human Resources

  • Oversee human resources functions including workforce planning, recruitment, benefits, employee relations, and compliance.
  • Participate in the collective bargaining process with the staff union and support the administration of collective bargaining agreements.
  • Serve as Plan Administrator for staff retirement and benefit plans.
  • Provide consultation, advice, training, and assistance to staff and local affiliates regarding their administrative and financial operations.


Technology, Risk & Operations

  • Oversee information technology, cybersecurity, enterprise systems, and data governance.
  • Manage organizational risk, insurance, internal controls, and regulatory compliance.
  • Oversee facilities and administrative services to ensure safe, efficient, and cost-effective operations.

Qualifications

NCAE seeks a strategic, mission-driven financial leader with deep experience in nonprofit, union, public school, or membership-organization finance and administration.


Required

  • At least ten (7) years of progressively responsible financial leadership experience at a nonprofit organization, union, educational institution, association, school district, or other large membership organization.
  • At least (5) years of experience in an organization reporting up through a CFO or equivalent, with responsibility for budget development and oversight at or above $12 million dollars in expenditure
  • Prior experience serving on a senior leadership team in an organization of similar size and complexity
  • CPA, MBA, or advanced degree in a relevant field
  • Demonstrated expertise in nonprofit accounting standards, audit, budgeting, treasury, and internal controls.
  • Experience in transitioning enterprise resource planning
  • Staff management experience of at least 5 years, including a preference in experience in a union workplace and experience negotiating and enforcing a collective bargaining agreement
  • Commitment to the mission of public education and the labor movement



Preferred

  • Experience supervising multidisciplinary teams across finance, HR, IT, and operations.
  • Experience with labor unions.
  • Experience working with and advising a Board of Directors
  • Experience participating in collective bargaining with a staff union.
  • Familiarity with PAC and campaign finance compliance.


Working Conditions

  • Work is performed primarily in an office environment in Raleigh, with periodic in-state travel and one to two national events.
  • Ability to work extended and irregular hours, including some evenings and weekends, during budget cycles, audits, and organizational events such as Board meetings
  • Valid driver's license and ability to travel to affiliate offices and worksites as needed.
