Job description

Description: ARServices is seeking a Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Research Operations Division (RD CBC). This position will serve as Lead for the CBC PMO team. 
The successful candidate will bring expertise in military CWMD requirements to facilitate bi-directional feedback between the Warfighter (user community) and Chemical and Biological Science & Technology developers.  This includes planning and executing Operational Analyses events, advising on Strategy development, and assisting leadership in providing consistent communication internally across the divisions and externally across the CBDP enterprise. 
The Technical Project Manager coordinates with the Technical Divisions in the CB Department (CBM, CBE, and CBP) to maintain Scientist and Warfighter information exchanges, and both internal and external tasker disposition which may also include planning, programming, budgeting, and execution (PPBE) and Acquisition related functions (e.g. ISS/ASR coordination).
Support to this Division in the CB Department will involve a certain amount of evolution and growth, for which expertise in CWMD tactical tasks and understanding of staffing processes within the DoD are required.
Principal Duties

  • Provides primary advice & assistance to Warfighter/Scientist information exchange events.

  • Manages CBC Tasker responses (via EIS/TMT/ETMS2) and may coordinate CB Department level responses requiring input from multiple Divisions.

  • Provides support to CBC Division Chief/Chief of Staff for staff meetings and other internal Division activities.

  • Provides meeting scheduling and facilitation for CB Department level meetings.

  • Provides CWMD advice on tactics, requirements, and utility of emerging technology

  • Establishes and maintains relationships with relevant internal and external stakeholders in the CB defense community.

  • Coordinates and consolidates complex, technical, programmatic, and strategic responses to support division and department initiatives to a variety of internal and external audiences.

  • Creates briefings and products for both technical and senior leader audiences.

Requirements

  • DOD Secret level clearance

  • Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Science/Business/Accounting/Financial Management related field, and/or five years’ experience in CWMD practice, from execution to managing projects and financials (preferably DTRA RD experience).

  • Detail-oriented, self-starter with excellent communication and time management skills.

  • High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.

Desired Qualifications

  • Understanding of tactical through strategic CWMD considerations

  • Knowledge of Joint Chemical Biological Defense Program systems (e.g., Defense Agencies Initiatives (DAI), Joint Integrated CBRN Analytic Platform (JICAP), and
    General Fund Enterprise Business System (GFEBS)).

  • Knowledge of the DoD RDT&E policies, preferably with experience in the Joint CBDP

  • Minimum of 10 years’ experience with a BS, or 5 years with a MS, and experience in:

    • DoD Financial Systems with experience in research and development planning

    • Managing and reporting on multiple RDT&E projects

  • JCIDS experience a plus
