Job Description:

L3Harris is seeking a Program Manager to lead program execution and proposal efforts in support of the Common Data Links - International business area. The Program Manager is responsible for the cost, schedule, resources, and performance of assigned programs, as well as leading responses to customer quote requests. The role requires strong leadership, team building, and communication skills to establish trust with internal teams, customers, and peers, and to communicate with confidence through regular presentations and status updates to leadership.

Essential Functions:

  • Serve as a subject matter expert with comprehensive, in-depth knowledge of program management.
  • Represent all aspects of program execution and capture management for designated region.
  • Direct all phases for programs in the designated region, from inception through completion.
  • Drive execution across programs in the region to achieve key business and financial (P&L) objectives.
  • Act as the primary point of contact for program activities in the region, leading reviews to discuss cost, schedule, technical performance, and risk.
  • Manage external relationships with government agencies, prime contractors, and international customers.
  • Lead program risk management activities to identify, assess, and mitigate risks affecting cost, schedule, and technical performance.
  • Oversee key performance indicators related to cost, schedule, and performance requirements across the full program life cycle, including development, implementation, and operations.
  • Develop and maintain a proactive risk management program.
  • Manage program budgets and ensure accurate financial execution and forecasting.
  • Drive continuous improvement initiatives to enhance operational efficiency and cost-effectiveness.
  • Ensure compliance with all regulatory, safety, and company policies and procedures.
  • Ability to travel up to 25%.

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

 

Preferred Additional Skills:

  • Knowledge of communication and data link products.
  • Experience managing programs using EVMS principles.
  • Experience leading cross-functional, product-based programs for international customers.
  • Experience managing multiple phases of the program life cycle (Bid & Proposal, Development, Production, Sustainment).
  • Demonstrated ability to lead and build relationships with geographically dispersed teams.
  • Excellent communication, negotiation, and interpersonal skills.
  • Proficiency in one or more additional languages.
