VP of Land Development | Leading National Homebuilder

Land Development Leadership | Budgets & Schedules | Municipal & Contractor Coordination

A leading national homebuilder is seeking a VP of Land Development to lead field operations, lot delivery, and overall land development execution for residential communities. This role oversees projects from permit approvals through final turnover, managing contractors, consultants, agencies, budgets, and schedules to ensure communities are delivered on time, on budget, and to company standards.

Key Responsibilities
  • Lead, coach, and manage the land development team, including field personnel and project managers.
  • Oversee projects from permit approval through construction, final certification, bond release, and community turnover.
  • Drive successful project delivery using development schedules, budgets, contract documents, environmental studies, geotechnical reports, engineering plans, and permit compliance requirements.
  • Manage the design and installation of all land development improvements, including grading, utilities, paving, sidewalks, hardscape, landscape, and amenity features.
  • Develop and manage land development and entitlement budgets, cash flow, and delivery projections.
  • Oversee NPDES and SWPPP compliance for developments and third-party lot purchases.
  • Manage bidding, bid selection, contract negotiation, and value engineering for site improvements.
  • Build and maintain strong relationships with developers, contractors, consultants, utility providers, and governing agencies.
  • Support entitlement efforts and assist in resolving issues with agencies having jurisdiction over projects.
  • Partner closely with construction to ensure lots are delivered to specifications and on schedule.
  • Review and evaluate civil engineering and development plans for accuracy, constructability, and cost efficiency.
  • Plan, schedule, budget, and contract for common area improvements, utility plans, maintenance contracts, and community-wide infrastructure.
  • Negotiate utility extension agreements and oversee bond maintenance.
  • Ensure seamless coordination between Land Development and Construction teams to support division goals.
Qualifications
  • Bachelor’s degree in Business, Engineering, Accounting, Finance, or related field preferred.
  • 7+ years of land development experience, with at least 5+ years in a leadership or management role.
  • Strong understanding of residential land development, land use approvals, and agency processes from local to state level.
  • Ability to read, interpret, and evaluate civil engineering and development plans.
  • Proven ability to build and manage schedules, budgets, and contractor performance.
  • Strong computer skills, including spreadsheets, scheduling tools, and data management software.
  • HOA management experience is a plus, but not required.
  • Strong communication skills, sound judgment, and the ability to solve complex problems.
  • Valid driver’s license and good driving record required.
