About the Company

Our client is a premier master planned community developer with a strong track record of delivering large-scale residential communities regionally. The organization is currently leading the development of a significant 6500+ lot master planned community in Northeast Phoenix and is seeking an experienced, strategic, and hands-on executive to lead all land development operations for this transformative project.

This is an opportunity to join a highly respected development team and play a critical leadership role in shaping one of the region's most impactful residential communities.

About the Position

The Vice President of Land Development will oversee all aspects of horizontal land development for a multi-phase master planned community in Northeast Phoenix. This executive leadership role will be responsible for budgeting, scheduling, value engineering, construction oversight, governmental coordination, builder relations, and long-range infrastructure planning.

The ideal candidate will bring extensive Arizona residential master planned community experience, including expertise in grading, earthwork balancing, utility infrastructure, and forward-planning for large-scale phased developments.

This position requires a collaborative leader who can effectively manage consultants, contractors, municipalities, utility providers, homebuilders, and HOA stakeholders while ensuring projects are delivered on schedule and within budget.

Key Responsibilities

Engineering & Design Management

  • Coordinate entitlements and revisions to existing entitlements
  • Oversee land planning and design for:
    • Residential lots
    • Parks and open space
    • Drainage and detention facilities
    • Water and wastewater infrastructure
  • Coordinate with project engineers, landscape architects, and surveyors
  • Manage permitting, plats, easements, maps, and agency approvals
  • Lead value engineering efforts for plats and construction documents
  • Review constructability for all infrastructure and landscape improvements
  • Develop and manage construction budgets
  • Direct earthwork balancing and grading analysis
  • Manage water system planning and budgeting

Construction Management

  • Forecast and manage development schedules and sequencing
  • Lead public and private bidding processes, including CMAR projects
  • Negotiate and administer construction contracts
  • Oversee all onsite horizontal development activities, including:
    • Earthwork and blasting
    • Water, sewer, and storm systems
    • Roadways and right-of-way improvements
    • Parks, amenities, landscaping, and monumentation
    • Lift stations and utility infrastructure
    • SWPPP compliance and stabilization
  • Manage dry utility coordination with APS, Southwest Gas, Cox Communications, and other providers
  • Oversee field verification, change orders, invoice approvals, and quality control
  • Coordinate builder parcel development and warranty processes

Governmental & Regulatory Relations

  • Represent projects before municipal and state agencies
  • Coordinate meetings and approvals with government agencies and officials
  • Ensure compliance with all environmental and regulatory requirements
  • Manage infrastructure improvement planning and impact fee reimbursement coordination

Builder & Community Relations

  • Support preparation of builder guidelines, CC&Rs, and HOA documentation
  • Lead builder handoff and ongoing coordination meetings
  • Resolve builder and contractor disputes
  • Support HOA operations during developer subsidy periods
  • Attend HOA board and annual meetings as community representative

Reimbursement District Oversight

  • Coordinate with district engineers, attorneys, auditors, and financial advisors
  • Manage documentation and compliance for bond reimbursements
  • Ensure bidding and construction processes maintain CFD reimbursement eligibility

Requirements

Required Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or related field preferred
  • 10+ years of progressive land development leadership experience
  • Extensive experience managing large-scale residential master planned communities in Arizona
  • Strong expertise in:
    • Grading and earthwork balancing
    • Horizontal infrastructure development
    • Utility coordination
    • Development budgeting and forecasting
    • Multi-phase project scheduling
  • Deep understanding of Arizona municipal entitlement and permitting processes
  • Experience managing consultants, contractors, municipalities, and utility providers
  • Proven success leading complex land development projects from planning through completion

Preferred Experience

  • Experience with CFD reimbursement districts and bond-funded infrastructure
  • Familiarity with City of Peoria development processes
  • Strong CMAR and public bidding experience
  • Knowledge of SWPPP compliance and environmental regulations
