Job description

Description
The Senior Estimator will be responsible for performing or leading Class 1,2, 3, 4 and 5 estimates, leading and developing EPC bids and bid check estimates for Transmission & Distribution projects. This position will develop accurate bottoms up estimates in a credible and professional manner while minimizing risk to the company.
  • Lead or support EPC bids and bid check estimates.
  • Develop factored and bottoms up Class 5, 4 and 3 (pre-feasibility, feasibility and budget authorization) estimates for transmission and distribution projects (lines and stations).
  • Lead estimating strategy and implementation efforts.
  • Develop estimate schedules to manage workload and ensure timely completion of estimates.
  • Review RFP and engineering documents for gaps and overlaps in scope of work.
  • Responsible for detailed documentation of quantity take-offs and constructability analysis.
  • Responsible for the accuracy and validity of estimate clarifications and assumptions.
  • Review and approve project summary schedules for validity.
  • Responsible for compliance with estimating methodology ensuring quality estimates are produced.
  • Lead project team review for estimating quantities and scope of project.
  • Responsible for reviewing and incorporating specialty and standard equipment and material pricing.
  • Estimate general conditions, indirect costs and review with project management team.
  • Responsible for the review of final estimate and presentation to management.
  • Present the estimate to internal and external clients.
  • Develop risk registers and assist risk review process.
  • Make final recommendations as to fee, contingency and escalation.
  • Provide man hour estimates for proposals that require estimating effort and review with Section Manager.
  • Review and validate value engineering items, alternates and options.
  • Lead estimating teams for completion of pre-construction services.
  • Responsible for updating cost history and data base management.
  • Lead or support subcontractor pre-qualification, solicitation and bid reviews.
  • Review and verify subcontractor bid packages before being transmitted for quotes.
  • Review commercial terms and conditions and address risk issues.
  • Train and mentor staff.
  • All other duties as assigned.

Qualifications
  • Bachelor's degree in Engineering, Construction Management or related field, and 7 years of direct project estimating experience required.
  • Applicable experience may be substituted for the degree requirement.
  • Experience with transmission and distribution construction preferred.
  • Experience with EPC or construction contractors preferred.
  • 4 years of estimating experience.
  • Experience with Estimating software
  • Must have extensive knowledge and experience developing estimates and bidding T&D construction work.
  • Must be very familiar with factors that affect work productivity, be able to identify them and appropriately incorporate them into cost estimates.
  • Ability to work independently or in groups, think creatively and analytically, and make quick and sound decisions.
  • Excellent written and verbal communication skills.
  • Proficient with Microsoft Office and in particular Excel.
  • Personnel management experience is desirable.
  • May be required to obtain an OSHA 10-hour safety certification.
