Q2IMPACT is seeking an experienced consultant to support our Growth Team with business
development and capture efforts focused on the U.S. Department of State (DOS). This
consulting engagement is designed for a well-connected independent consultant who brings
deep familiarity with the DOS environment. The consultant will support early-stage capture
activities by leveraging professional networks, engaging with current and former DOS staff,
and providing actionable insight into bureau priorities, acquisition timelines, and emerging
requirements. This is a flexible consulting engagement, structured to support Q2IMPACTโ€™s
growth objectives. Key Responsibilities โ€ข Support Q2IMPACTโ€™s growth and capture strategy for DOS opportunities. โ€ข Leverage existing relationships with DOS personnel to facilitate introductions, informational discussions, and market awareness. โ€ข Identify and provide early intelligence on anticipated procurements, RFIs, and strategic priorities across relevant bureaus and offices. โ€ข Advise on customer needs, acquisition approaches, and competitive positioning based on direct market insight. โ€ข Collaborate with Q2IMPACTโ€™s internal business development and technical teams to inform capture planning and proposal readiness. โ€ข Provide periodic written and verbal updates on market developments, customer engagement outcomes, and pipeline health. Desired Qualifications โ€ข Demonstrated experience working with or within DOS. โ€ข Strong professional network among current DOS staff, contractors, or affiliated stakeholders. โ€ข Proven ability to support capture or business development efforts, particularly in identifying and shaping early-stage opportunities. โ€ข Solid understanding of federal acquisition processes, with emphasis on DOS procurement practices. โ€ข Excellent communication skills and sound professional judgment. โ€ข Ability to work independently while coordinating closely with Q2IMPACTโ€™s Growth Team. Location: Washington, DC
Travel Requirements: Occasional domestic travel may be required.
