Job Description

POSITION TITLE: Human Resources Generalist/Recruiter

DIVISION: Human Resources

SUPERVISOR: Regional HR Manager

CLASSIFICATION: Non-Exempt

PURPOSE:

The purpose of this position is to support the administrative personnel functions for the agency located on the West side of the state, ensuring that human resource functions operate effectively, appropriately, safely, cost-efficiently, and within the regulations set forth by licensing and funding standards. This role will also support regional recruiting and training efforts.

KEY AREAS OF RESPONSIBILITY:

  1. Act as a resource for local leaders and recruiting staff.
  2. Build a positive work environment and culture.
  3. Assist with recruiting efforts and support on-site recruiting events.
  4. Support onboarding and training efforts, ensuring compliance and completion.
  5. Monitor staff turnover and satisfaction, reporting relevant data.
  6. Manage HR compliance, including I-9 form verification and E-Verify resolution.
  7. Assist with employee relations, conflict resolution, and disciplinary actions.
  8. Maintain accurate employee records and audit HR files.
  9. Participate in departmental meetings and provide feedback to leadership.
  10. Administer HR policies and ensure compliance with company guidelines.
  11. Support Regional HR Manager with FMLA, ADA, and employee benefits administration.
  12. Work with Regional HR Manager in the documentation of Worker's Compensation claims and Return to Work Programs.
  13. Provide backup for HR functions in the absence of staff members.
  14. Cultivate relationships with community organizations for recruitment efforts.
  15. Coordinate and participate in career fairs, enhaning agency visibility.
  16. Post open positions on external job boards, social media, and other platforms.
  17. Leverage employee referrals and incentivize the Employee Referral Bonus.
  18. Collaborate with management to improve recruitment and retention strategies.
  19. Develop new recruiting strategies and sourcing techniques.
  20. Engage with managers and employees regularly to foster positive relationships.
  21. Provide support in creating engaging and informative onboarding experiences.
  22. Visit facilities and employees regularly to assess needs and improve retention.
  23. Use social media and recruiting tools to proactively develop candidate pools.
  24. Ensure financial stewardship in managing recruiting and HR-related expenses.
  25. Demonstrate punctuality and commitment to attendance and travel requirements.
  26. Maintain confidentiality and adhere to company policies.
  27. Provide customer service and support to managers and HR teams.
  28. Track and report recruiting and retention metrics using Teams and other tools.
  29. Collaborate with HR and department managers to meet recruiting and retention goals.
  30. Assist with additional HR projects and departmental duties as needed.

ESSENTIAL JOB SKILLS:

  1. Ability to work flexible hours, including evenings and weekends, as needed.
  2. Critical thinking and problem-solving skills.
  3. Be willing to use own transportation to/from meetings and events in and around the entire service area.
  4. Strong customer service skills in all interactions with internal and external stakeholders.
  5. Ability to travel to meetings, events, and across regions as required.
  6. Proficient in using office equipment (scanner, copier) and related software (e.g., Microsoft Office).
  7. Adherence to ethical standards and compliance with governing bodies like DSI and FSSA.
  8. Ability to represent the agency at community functions and serve on special committees.
  9. Participate in training, staff meetings, and survey/audit preparations as required.

REQUIREMENTS:

  1. High School Diploma required. Bachelor's Degree in Human Resources, Communication, Marketing, or Business preferred.
  2. Minimum of two (2) years' experience and/or training in Human Resources, Recruitment preferred.
  3. Any certifications for HR or CPR/First Aid Training are a plus but not required.
  4. Must have excellent oral and written communication skills and maintain confidentiality with sensitive information.
  5. Ability to maintain a valid Indiana driver's license, insurance on personal vehicle (minimum of PLPD with medical liability coverage), and maintain insurability as defined by agency liability insurance carrier, preferred. Driving and insurability may be required depending on agency need.
