Build your career at DeSilva Gates Construction, where you'll be part of a team delivering major infrastructure projects across Northern California. We are seeking an experienced Asphalt Plant Manager to oversee one to three established HMA plants within the greater San Francisco Bay Area. This leadership role is responsible for driving safe, efficient and high-performing plant operations while managing production, budgets, equipment performance and team development. The ideal candidate is a hands-on leader who combines strong operational and mechanical expertise with the ability to think strategically, solve complex challenges and drive continuous improvement across plant operations.
Responsibilities
Responsibilities will include but not be limited to:
Plant Operation & Safety:
  • Maintain a safe working environment and continue implementation of company safe working practices in all plant operations.
  • Direct and manage day-to-day operations of the Hot Plant(s), Rubberized Asphalt Plant(s), and Recycle Crushing Plant(s).
  • Manage large projects such as new plant set-up or modifications, including coordinating contractors, budgets, cost control, and post-project reviews.
  • Oversee production of multiple agency asphalt mixes ranging from 25% RAP Cal Trans to Polymer Modified FAA mixes.

Budget & Financial Management:
  • Responsible for managing and defending capital and operating budgets.
  • Oversee operating costs to achieve company economic goals.
  • Manage production planning, staffing, overtime, and inventory management.
  • Prepare annual Capital Expenditure Authorization (CEA) plans for all plants.
  • Track approvals and expenditures to prevent overspending.

Project Management & Engineering:
  • Prepare and update plant and facility layouts.
  • Analyze equipment and facility problems and recommend solutions.
  • Ensure proper design and interface between new and existing equipment, supported by accurate field measurements.
  • Work with component vendors to ensure proper utilization and function of their products in designs.
  • Collaborate with fabrication and machine shop vendors to ensure work is performed per specifications and budget.

Leadership & Development:
  • Review and prioritize workload for reporting individuals.
  • Provide performance feedback and mentorship to team members.
  • Enhance staff competence by providing technical guidance, answering procedural questions, and teaching improved processes.

Production & Sales Coordination:
  • Collaborate with the sales team to coordinate production to meet customer needs.
  • Identify and develop new applications for existing products and develop new products.

Quality Control:
  • Assure system and product quality by utilizing best management practices.
  • Analyze reports, data and trends of finished products.

Community Relations:
  • Develop and maintain community relations at all HMA facilities.
  • Utilize Project Managers as points of contact for their respective operations.

Requirements
Preferred Qualifications
  • Minimum 5 years' experience as an Asphalt Plant Manager at a large, continuous mix asphalt plant.
  • Strong mechanical aptitude and the ability to troubleshoot equipment issues effectively.
  • Understanding of asphalt processing equipment, including familiarity with baghouses, drums, screens, and conveyors, as well as knowledge of related environmental and safety regulations and procedures.
  • Knowledge of regulations and regulatory agencies such as MSHA, OSHA, EPA, zoning laws, employee-related laws.
  • Must have working knowledge of MS Office and other related programs. Familiarity with APEX Loadout/ticketing system.
