The Division Manager - Asphalt Division provides executive-level leadership and direction for all asphalt operations, including plant production, paving, dispatch/trucking, and maintenance. This role ensures the highest standards of safety, quality, efficiency, and customer satisfaction across all plants and field crews.
Key performance indicators include safety, P&L performance, employee engagement, customer satisfaction, process efficiency/quality, and organizational growth.
The Division Manager oversees all departments and functions associated with asphalt operations, ensuring effective coordination, collaboration, and alignment between office and field personnel. This leader defines operational goals and performance indicators, manages budgets and staffing levels, negotiates asphalt oil purchases, and builds partnerships with clients, vendors, and industry networks.
Essential Functions of the Position
LEADERSHIP & OPERATIONS MANAGEMENT
• Provide overall direction and leadership for multiple asphalt plants, field crews, and dispatch operations.
• Oversee all departments within the asphalt division, ensuring effective coordination between production, dispatch, maintenance, and field operations.
• Develop and implement operational goals, objectives, and key performance indicators aligned with company strategy.
• Manage and optimize the allocation of resources, including personnel, technology, and equipment, to maximize operational efficiency.
• Monitor labor cost, staffing levels, and productivity to support production and delivery schedules.
• Negotiate and manage the purchase of asphalt oil and related materials to support consistent production and cost control.
• Ensure operational and financial goals are met, including safety, production output, quality, and profitability.
• Review and analyze performance metrics to identify best practices, performance gaps, and implement corrective actions.
• Drive a culture of continuous improvement and operational excellence across the division.
• Ensure compliance with company policies, environmental regulations, and standards (OSHA, AQMD, Caltrans, DOT).
TEAM DEVELOPMENT & PERFORMANCE MANAGEMENT
• Attract, manage, develop, and retain top talent within the division.
• Build a high-performing operations organization with the skills and resources needed to achieve business objectives.
• Provide coaching, mentoring, and performance management for Area Managers, Plant Supervisors, and field leaders.
• Promote a strong safety culture and develop the company's commitment to zero recordables.
• Foster teamwork, accountability, and communication between office and field staff to eliminate silos and strengthen alignment.
• Partner with HR to support leadership development, training, and succession planning.
CUSTOMER RELATIONS & QUALITY CONTROL
• Ensure adherence to company and Caltrans quality standards in production, placement, and compaction.
• Partner with Technical Services and Quality Control teams to support mix design performance and troubleshooting.
• Acquire and maintain partnerships with key clients, vendors, and industry networks to promote long-term relationships.
• Ensure timely and professional communication with customers, addressing feedback and resolving issues promptly.
STRATEGY & BUSINESS DEVELOPMENT
• Develop short- and long-term operational plans aligned with company goals and the Vice President of Operations' strategic direction.
• Identify and implement operational improvements, sustainability initiatives, and efficiency projects.
• Support growth strategies, new business development, and partnership opportunities.
• Collaborate cross-functionally to align division performance with company-wide objectives for recycling (RAP, CMB, and returned materials), resource utilization, and innovation.
Skills and Knowledge
• Strong leadership, operational, and business acumen with full P&L accountability.
• Comprehensive understanding of asphalt production, paving operations, plant systems, and quality control.
• Ability to build and manage large teams across multiple locations.
• Expertise in OSHA, AQMD, Caltrans, and DOT compliance.
• Proven track record in cost control, budgeting, and labor management.
• Excellent communication and relationship-building skills with internal and external stakeholders.
• Strategic mindset with strong problem-solving and data-driven decision-making.
• Proficiency in Microsoft Office Suite, dispatch/tracking systems, and production analysis tools.
Requirements
• 10+ years of experience in asphalt production, paving, or heavy civil construction.
• 5+ years in a senior management or multi-site leadership role (Area Manager or higher).
• Proven ability to manage budgets, labor, and P&L performance.
• Demonstrated experience in vendor negotiations and purchasing (e.g., asphalt oil).
• Bachelor's degree in Construction Management, Civil Engineering, or related field preferred.
• Valid Class C driver's license with a clean driving record.
Physical Demands
• Ability to work in outdoor environments with varying weather conditions.
• Must be able to lift up to 60 pounds and conduct site visits or inspections.
• Ability to stand, walk, and travel frequently to plant and job site locations.
