The Impact You'll Make in this Role
As a U.S. Army Business Development (BD) Manager, you will lead 3M's U.S. Army growth and engagement strategy - working cohesively with business units to shape demand for 3M before requirements are written and convert that early influence into funded programs of record. Here you will make an impact by:
  • Developing and executing 3M's U.S. Army engagement strategy across the Army User, requirements, acquisition, and science and technology communities, key prime contractors and platform providers
  • Winning Requirements & Programs of Record: positioning 3M's capabilities into programs by engaging the Army's requirements and acquisition enterprise- the user and requirements community, Army Material Command (AMC) and its subordinate material and sustainment commands as well as the Army's Portfolio Acquisition Executives (PAEs).
  • Early Shaping & Requirements Seeding: building demand before a requirement is fully defined or funded by working with the same enterprise points as above plus the federal laboratories and engineering centers and the Army's innovation ecosystem (Army FUZE, Army Applications Laboratory (AAL), xTech...) with the goal of converting that early shaping into funded demand.
  • Translating customer requirements into actionable internal strategy and execution across 3M's highly matrixed, multi-disciplined organization.
  • Building and managing a disciplined opportunity pipeline- qualifying, forecasting and maintaining a Salesforce CRM so the organization has an actionable view of current demand.
  • Building and maintaining strong relationships with key decision makers and influences across the Army, its acquisitions enterprise (including PAEs and CPEs) associated organizations, consortia and prime contractors.
  • Delivering compelling executive-level briefings, proposals and strategic engagement plans to senior 3M and customer stakeholders.
  • Driving the use of 3M products and technologies by providing sound business development strategies to relevant 3M stakeholders, informed by monitoring, analyzing, and anticipating market trends, competitor activity, and customer needs.
  • Providing strategic direction and leadership to 3M's cross-functional teams- spanning divisions, product management, channel, contracts, legal, and finance - to integrate 3M's materials, technology, and capabilities into U.S. Army systems.

Your Skills and Expertise
To set you up for success in this role from day one, 3M requires (at a minimum) the following qualifications:
  • Bachelor's degree or higher (completed and verified prior to start) from an accredited institution
  • Seven (7) or more years of experience working with or engaging key US Army organizations in a private, public, government or military environment
  • Five (5) or more years of experience advising on and specifying materials, technology and capabilities into US Army systems
  • Named, current relationships within the U.S. Army User, requirements, acquisition, or science and technology community, exercised within the last three years
  • Ability to obtain and hold a DoD Security Clearance (Active Secret clearance preferred)

Additional qualifications that could help you succeed even further in this role include:
  • Demonstrated ability to shape requirements and achieve design-wins- not only to capture already-funded competitions
  • Demonstrated ability to orchestrate across functions (product management, channel, contracts, legal, finance, etc.) in a highly matrixed, multi-disciplined environment
  • Familiarity with the Federal Acquisition Regulation (FAR)
  • Prior military service in the US Army is highly desired but not required
  • Proven leader with a track record of success in business development, sales and achieving business results
  • Experience and proficiency with Microsoft Office suite and Salesforce.com
  • Excellent communication, negotiation and presentation skills
  • Strategic thinker with strong analytical and problem-solving skills
  • Experience with federal and defense market intelligence platforms such as GovWin IQ, Bloomberg Government (BGOV), and DACIS

Work location: This role follows an on-site working model, requiring the employee to work at least four days a week at our office in Washington DC unless internal or external engagements require travel elsewhere.
Travel: May include up to 25%-30% Domestic/International
