Job description

Overview

Abacus Technology is seeking a Financial Manager to provide financial management/comptroller support in the areas of support are cost research, cost estimating, EVM implementation and analysis, schedule networking, program control integration and analysis, and financial analysis at Robins AFB.ย  This is a full-time position.

Responsibilities
  • Assist with the preparation of financial management briefings and other reporting documents to include, but is not limited to, Notices of Supplies and Services Complete (NSSCs) and delivery reports. Development of financial analysis, to include narrative justification, may be required for quick turnaround exercises.ย 
  • Tailor existing procedures/development of improved methods and procedures.ย 
  • Assist with conducting research and providing inputs to program financial management including: budget formulation and management for all phases of the planning, programming, budgeting, and execution processes; budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control techniques and/or systems; and accounting and finance systems and/or procedures.ย 
  • Assist with providing inputs to program documentation, including inputs for the identification and development of program requirements and/or cost, schedule, technical, and program risks. These inputs efforts shall include: program management plans; program baselines; work breakdown structures; program risk assessments; standard program reviews; and/or reports including SARs, MARs, and DAES.ย 
  • Assist in performing material solution analyses leading up to design reviews.ย 
  • Develop and maintain program budgets and other financial tracking documentation.ย 
  • Assist in analyzing Automated Budget Interactive Data Environment System (ABIDES) outputs received from USG and shall assist in preparing and keeping a continuous record with comparisons sheet between prior updates and the current position.ย 
  • Consult with the USG concerning financial operations and provide suggestions for improvement.ย 
  • Provide support utilizing the following systems and/or their replacements: Comprehensive Cost and Requirements System (CCaRs); Commanders Resource Information System (CRIS); Automated Business Services System (ABSS); IDECS II; Obligation Adjustment Reporting System (OARS); FM Suite; Case Management Control System (CMCS); Wide Area Work Flow (WAWF); SAMRS; Defense Institute of Security Assistance Management (DISAM); Mechanization of Contract Administration Service (MOCAS); Bill of Quantity (BOQ); and Shared Data Warehouse (SDW).ย 
  • Support the program office in the management of program financial risk.ย 
Qualifications

10+ years experience in financial analysis and management including at least 3 years supporting DoD programs.ย  Bachelor's degree in a related field.ย  Experience assisting, preparing, developing, and delivering compliant documents in support of a variety of financial management activities to include Planning, Programming, Budgeting, Executing (PPBE); Program Types (U.S., FMS, etc.); tracking data; and reporting IAW all current and future fiscal and appropriation law and policy.ย  Able to demonstrate knowledge of financial management and accounting functions, processes, and analytical methods and techniques to gather, analyze, evaluate and present information required by program or project managers and customers.ย  Able to prepare program budgets, reports and financial documentation.ย  Experience drawing conclusions and drafting solutions to funding/budgeting requirements and problems relating to improvement of financial management effectiveness, work methods, financial systems, and procedure efficiency.ย  Able to perform budget forecasting tasks, variance identification and analysis, program or financial execution reporting and reviews, schedule analysis, earned value management (EVM) analysis and/or provide recommendations to the program office on all matters relating to budget, schedule or EVM. ย Comfortable interacting with all levels of an organization and presenting or briefing government stakeholders and program management.ย  Must be a US citizen and hold a current Secret clearance.
