The Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as an APS Supervisor. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Services and programs reach a diverse population of Arizonans.
This position directs and supervises a work unit of Adult Protective Services (APS) professional and support staff ensuring compliance with federal and state statutes, rules & regulations, and policy & procedures which mandate receipt and evaluation of reports of abuse, neglect, and/or exploitation of vulnerable and incapacitated adults, 18 years of age or older. Ensure staff follow additional mandates offering protective services and filing of petitions as necessary. Provides community awareness and education regarding APS' role and responsibilities, mandatory reporting law and the APS Appeals Process and Registry. Collaborates and networks with other agencies, groups and organizations in service delivery. Responds to and addresses community concerns regarding casework. Approves and/or denies case actions and documentation, leave time accounting, and expenditures for client services monies and travel. Serves as acting Program Manager as necessary. In-state travel is required. Flexibility in willingness to work longer shift hours or after-hours coverage, if necessary. Travel is required for State business. Job Duties:

Essential duties and responsibilities include but are not limited to:
Provide leadership, mentoring, coaching, and direct supervision of subordinate staff. Complete Performance Appraisals, authorize leave, approve time cards, recommend and issue disciplinary action, as appropriate. Complete one-on-one as necessary. Monitor and review work products and achievements of staff.
Evaluate workflow and formulate process improvement plan. Meet with subordinate staff assisting with identifying necessary modifications and changes to workflow and/or procedures. Assign new cases for investigation and support services. Utilize database reports system for monitoring case work activities and determining appropriate action. In-state travel as needed.
Provide technical advice and assistance to staff as required. Ensure appropriate case activities are performed and in compliance with established federal and state statutes and APS policy and procedures. Identify and resolve case-related issues.
Respond to case participants, DES administration and staff, and general public. Respond to concerns and questions as it relates to cases. Research and respond to escalated concerns and discuss particular situations with participants and take appropriate action with regard to reported complaints. Contact with vulnerable adults.
Prepare and complete reports, correspondence and other assignments. Consult with and communicate to management regarding policy, program or employee issues.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Federal and state statutes, DES/DAAS regulations, policies and procedures related to reporting of vulnerable adult maltreatment.
Case management and social work practices and principles (e.g., aging and elder rights, psychological abuse, perpetrator characteristics, adult maltreatment, etc.)
Client and service delivery systems and statewide community resources
Management and supervisory techniques
Skills in:
Oral and written communication and active listening
Conflict resolution techniques and team building
Analyzing and assessing statistical data and reports
Ability to:
Manage, plan, and organize staff assignments and workload.
Write clear, concise, and accurate reports.
Work with adults at risk and interact with various ethnic groups within the community.

Selective Preference(s):

The ideal candidate for this position will have:
Bachelor's degree in social work, Rehabilitation, Criminal Justice or closely related field and 2 years of professional case management/investigation exp. (Intake, Needs Assessment, Service Planning, and Monitoring and Evaluation); OR
1 year as a Human Services Specialist 3 in AZ State Government; OR
4 years exp. providing professional case activities noted above. Prefer supervisory experience.

Pre-Employment Requirements:

In-state travel is required. Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
A.R.S. 41-1968 Each employee of the department who has contact with children or vulnerable adults shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to section A.R.S. 41-1758.07.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
Flexibility in willingness to work longer shift hours or after-hours coverage, if necessary.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
