Job description

Job Description
The Project Manager will be responsible for leading the planning, execution, and successful delivery of our client's Electric Service Request Application and Distributed Energy Resource Interconnection Platform project. This initiative includes the implementation of a modern customer-facing intake and workflow platform (e.g., Accela, PowerClerk, GridUnity,) to support electric service requests and DER interconnections and integrations with other utility systems like the Work and Asset management system, GIS, Customer Billing System to name few.
The Project Manager will oversee scope, schedule, budget, resources, risks, and coordination with the contracted Vendor and System Integrator. Acting as our client's primary project representative, the Project Manager will work closely with internal business, IT, OT, cybersecurity, and customer service stakeholders to ensure alignment with utility standards, regulatory requirements, and operational readiness. Responsibilities extend through project closeout and transition to steady-state operations.
The ideal candidate will have demonstrated experience across at least three engagements managing utility customer-facing application platforms, electric service request or DER interconnection processes, and vendor-led system implementations or upgrades within a utility environment. The candidate should also have experience managing projects that required different system integrations.
Requirements
Key Responsibilities
  1. Manage all aspects of the ESAP project through the entire lifecycle - administration, monitoring and controlling.
    1. Create and manage comprehensive project plans, schedules, resource management plan and budget.
    2. Manage cross-functional teams, including but not limited to customer operations, IT, cybersecurity, and vendors.
    3. Collaborate closely with the vendor and system integrator to ensure technical deliverables meet business needs.
    4. Implement project risk mitigation strategies, project change management, and communications plan and processes.
    5. Ensure alignment with Seattle City Light's PMO standards and practices
    6. Proactively manage risks and issues, clearly documenting decisions and actions.
    7. Regularly communicate and escalate project status, risks, and issues clearly and proactively.
    8. Prepare clear, accurate, and regular project reports and presentations for stakeholders and leadership.
    9. Regularly update leadership and stakeholders on project status to ensure transparency and quick resolution of issues.
  2. Manage the initiation and planning of the ESAP project
    1. Lead RFP or other approved SCL process for identifying and procuring software/tool
    2. Following solicitation and selection of System Integrator, finalize contract/SOW
    3. Oversee the development of current-state and future-state business processes and requirements, and the design, configuration, integration, and testing of target solutions, in partnership with business stakeholders, vendors, and system integrators.
    4. Develop project charter outlining the goals and objectives for the project.
    5. Develop all aspects of the Project Management Plan to properly prepare for the implementation - scope, schedule, cost, quality, resources, communications, procurement, stakeholders, risks.
    6. Identify risks.
  3. Manage implementation (execution and close) of the ESAP project from start to finish.
    1. Work the plan and manage any change requests.
    2. Develop and manage the team and procure any resources or vendors required.
    3. Manage all communications and stakeholder engagement.
    4. Manage and oversee any integration work needed
    5. Manage the quality by overseeing rigorous testing processes (e.g. Unit Testing and Performance Testing, SIT, UAT) and quality assurance.
    6. Ensure system availability and continuity by thorough testing, failover planning, and cutover strategies.
    7. Ensure appropriate security, compliance, and documentation practices are followed, consistent with the Seattle City Light standards.
    8. Manage the cutover planning and execution to ensure smooth operational transition.
    9. Manage any data conversion activities incase data from the old system needs to be moved to the new one.
    10. Manage the creation of documentation, SOPs, training material, and training.
    11. Manage and hold the System Integrator/vendor accountable on their deliverables as per the contract
