Job description

Job Summary:
DPP is seeking an Applications Development Analyst for an opportunity in Tallahassee, FL. The role involves providing maintenance, operations, and programming support for the WIC FL-WiSE/EBT data system for the Florida Department of Health, including conducting technical support, analyzing work requests, and creating technical documentation.
Responsibilities:
• Conduct daily development and technical support for the ongoing operation of the WIC Data System and the interfaces with the EBT system, Florida ACCESS, IBM Watson, and other related supported system applications as directed by the Department.
• Research and analyze work requests and provide solutions to daily processing and development issues as directed by the Department.
• As directed by the Department, maintain and submit documentation of system performance of the WIC Data System applications including all interfaces and any system maintenance and adjustments undertaken including work requests to correct process errors.
• As directed by the Department identify and recommend operational efficiencies to improve system performance and processes as follows: Conduct new software or hardware evaluations.
• Investigate and recommend new technologies to improve or support current and identified business processes.
• Gather, analyze, and document business and technical requirements for system fixes, modifications, and enhancements as directed by the Department.
• Produce a work plan within the Department’s project plan timelines to implement user-defined requirements for system fixes, modifications and enhancements as directed by the Department. Submit the work plan to the Department Contract Manager for the Department to review and approve.
• As directed by the Department, create, maintain, and submit technical documentation to the Department. Include the following in technical documentation: System performance analyses; Software and hardware evaluations; Software modifications and releases; New technologies; Business and technical requirements; Work estimates.
• Create code for system fixes, modifications, enhancements, interfaces, and integration processes that adheres to all applicable Department coding procedures, standards, and techniques as directed by the Department. Check in the code to the DevOps server as directed by the Department.
• Conduct testing of system fixes prior to software releases, modifications, and enhancements including support of User Acceptance Testing, document test results as directed by the Department.
Qualifications:
Required:
• 10 years of analysis and development experience with the following programming languages: ASP.NET, VB.NET or C#.NET, JavaScript, HTML, CSS, web forms, and other .NET framework tools, languages, and libraries; using Visual Studio and Team Foundation/DevOps.
• 10 years of analysis and development experience with Oracle (11gR2, and newer) or MS SQL Databases (2012, and newer) and the SSRS component. Oracle PL/SQL experience a requirement.
• 10 years in developing web-based application programming interfaces (API) using SOAP or RESTful communication methodologies, with WSDL/XML and JSON data exchange formats.
• 10 years working in a development team environment implementing and debugging web-based systems with technical staff, users, and customers.
• 10 years monitoring and troubleshooting system interfaces and system integration processes relating to gateway, load balance, application, proxy, database, and active directory domain servers.
• 10 years in change management best practices, such as serving in a code promotion role in partnership with development team members using MS Team Foundation Server/DevOps and the corresponding Visual Studio CVS integration tools.
• 10 years in the application of statutory law and administrative rules in program codification and maintenance of required processing functions.
• 10 years with gathering and adapting complex, multi-system interface, interaction, end user specifications to necessary source code and compiled applications.
