Job Summary

Under the direction of the Sr Manager Capital construction, Hudson Tunnel Project, the successful candidate will function as a main external and internal-facing point of contact for the technical arm of the Hudson Tunnel Project construction and commissioning. The Hudson Tunnel Project consists of nine (10) construction packages between Secaucus, New Jersey, and New York City; to support the construction of a new rail tunnel under the Hudson River. The Hudson Tunnel is a main element of the Gateway Program. The Manager of Capital Construction will execute all aspects of construction project management for design and construction projects.  The incumbent will also interface with a diverse array of internal and external stakeholders. The Capital Construction Mgr provides project leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for assisting the project director to provide support in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, third party project support and system expansions. In addition, the incumbent coordinates the in-house construction efforts of the program within Amtrak-owned and/or maintained facilities and right-of-way.

Essential Functions

Thorough understanding of SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain construction contractor and project schedule 
Build and maintain relationships with internal/external customers to accomplish objectives and provide effective communication.
Responsible for monitoring third party contractor progress in fulling technical requirements and serving as point of contact for contractor field operations. 
Ensures effective utilization of Amtrak Program Management staff and force account labor. 
Manage and coordinate major capital construction projects, ensuring adherence to design, scope, schedule, and budget.
Oversee contractor performance and third-party Construction Management activities.
Lead implementation, auditing, and monitoring of Amtrak safety programs and regulatory compliance.
Conduct safety assessments, risk reduction initiatives, and hazard elimination activities.
Assist with the planning of projects to ensure the efficient use of resources and adherence to Amtrak's business plan. 

Knowledge, Skills, and Abilities

Must have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities
Demonstrated project management and supervisory experience
Demonstrated planning, scheduling, budget, and finance/cost control experience
Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance
Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget
Demonstrated ability to work under tight time constraints, pressure and multiple priorities

Minimum Qualifications
  • Bachelor's Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree, plus.
  • 7 years of prior relevant experience required.
  • Valid drivers license.
  • Must be willing to work nights and weekends, as required.
Preferred Qualifications
  • Extensive construction project management and supervisory experience.
  • 9 years of relevant experience preferred.
  • Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance. 
  • Knowledge of applicable labor agreements sufficient to ensure compliance.
  • Strong interdepartmental leadership with the ability to identify problems and develop solutions.
  • Extensive experience in railroad maintenance and construction.
  • Bachelor's degree in civil engineering or related field.

The salary/hourly range is $113,200.00 - $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
