Job Summary

The East River Tunnel is a critical link in the Northeast Corridor. This essential infrastructure is necessary for reliable operation of Amtrak, Long Island Railroad, New Jersey Transit, and future Metro North service.  The $1.7B ERT Rehabilitation Project will be a complete tear down and rebuild of the rail, power, communications and signal, bench wall and mechanical fire/life/safety systems.  The successful candidate will execute all aspects of construction project management for the ERT construction project including monitoring of third-party contractors and Amtrak force account, work with construction management consultants and coordinate with Amtrak departments such as Transportation, B&B, Signals and ET. The incumbent is responsible for assisting the Construction Manager to provide support in delivering this critical project to provide improved system safety and security, state of good repair, and enhanced customer experience.

Essential Functions

Work with and monitor contractor, construction management consultant, and force account to ensure the project is executed in accordance to agreed upon scope, costs, and schedule.
Assist and/or lead on coordinating and assuring adherence to Site Specific Safety Work Plans with contractors and Amtrak personnel. 
Work with the Program/Project Manager, review potential change requests from the field and, if appropriate, assist in preparing potential change notice with appropriate justification for submission to PM.
Coordinate applicable track and ET outages.
Coordinate the field work of contractors to include engineers, technicians, and other personnel who help on specific project activities and assignments.
Provide updates (construction reports) to the project manager on the work, including any issues that occurred.  
Review project shop drawings and design plans to ensure contractor is performing work in accordance with up to date project requirements. 
Coordinate the preparation and revision of technical work procedures consistent with project design and construction requirements.

Minimum Qualifications

Bachelor's Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

8+ years of relevant experience preferred

Preferred Qualifications

Certified Construction Management (CCM) or Project Management Professional (PMP) certification
Demonstrated construction experience in a railroad environment
Ability to work effectively with third party contractors, construction management consultants and Amtrak operating departments.

Knowledge, Skills, and Abilities
  • Demonstrated experience working in an operating Railroad environment.
  • Strong Safety Focus.
  • Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling and construction means and methods.
  • Possess strategic and tactical skills required for planning and executing complex project work.
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective reports.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with third party contractors, construction managmeent consultants and Amtrak operating departments.
  • Approximately 50% of work hours will be overnights and weekends.

The salary/hourly range is $94,300.00 - $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
