Our Environmental Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in renewable energy, oil & gas, transportation, and manufacturing industries. With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects.
POSITION SUMMARY
TRC is seeking a motivated mid-level Air Quality Engineer, Scientist or Meteorologist with 3-6 years of experience related to air emission compliance and permitting. This Environmental Specialist position will focus on air permitting and air emission regulatory compliance for industrial clients in the Gulf Coast area. This position will report to the Houston, TX Office, however working from various locations within the state is a possibility.
Responsibilities
KEY RESPONSIBILITIES & TASKS
  • As an Environmental Specialist, you will be expected to conduct a portion of the technical work while also working with a team of professionals to deliver projects to our clients that may include completing emission calculations, semi-annual and annual compliance reports, developing new source review (NSR) permit application, federal operating permits (Title V), state and federal permit compliance, and NSPS and MACT compliance for a wide variety of industries. Geographical focus will be in the Gulf Coast areas.
  • May also be asked to manage key technical aspects or project tasks and manage certain types of projects as experience grows.

Qualifications
QUALIFICATIONS, SKILLS AND ABILITIES
  • 3-6 years of air quality experience and a Chemical, Environmental Engineering or Meteorology Degree.
  • Experience working on air quality regulatory requirements in a consulting, industrial, or agency setting in the following areas: new source permitting (new source review, PSD and non-attainment), air emission control technology reviews, emissions inventory and Title V permitting, and regulatory compliance evaluations.
  • This position requires an understanding of Federal and State air quality regulations and policies and emerging regulatory programs.
  • Texas Commission on Environmental Quality experience.
  • Excellent communication skills, writing skills, data management and interpretation skills and expertise in spreadsheets and word processing.
  • Ability to manage multiple clients and tasks concurrently.

PREFERRED QUALIFICATIONS:
  • Experience working with Microsoft Access programs is a plus.
  • Excellent working relationships with State and Federal agency personnel is a plus.
  • Refinery, Chemicals, Oil and Gas, and Manufacturing air permitting experience.
  • Participate in environmental organizations.
  • Ability to obtain Professional Engineering License in Texas or licensure by committee.
  • Outstanding listening skills to capture pertinent information; strong attention to detail; and ability to anticipate clients' needs.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
