The Delaware Department of Education seeks an innovative and strategic leader to serve as the Education Associate, Digital Learning with Artificial Intelligence Focus. This statewide leadership position is responsible for advancing digital learning, instructional technology, and the safe, responsible, and ethical use of artificial intelligence across Delaware's PK-12 education system.

This role provides statewide leadership, policy guidance, technical assistance, and professional learning to school districts, charter schools, and educational partners while helping shape the future of teaching and learning through emerging technologies.

What You'll Lead

Artificial Intelligence and Emerging Technologies

  • Build and support statewide AI governance structures, including risk-tiering, use-case review, procurement guidance, privacy and accessibility considerations, vendor claim verification, and implementation guidance for local education agencies.
  • Turn Delaware's vision for AI into statewide practice.
  • Lead statewide AI initiatives and provide guidance on the responsible use of AI in education.
  • Develop frameworks and recommendations related to AI, student privacy, accessibility, equity, and data governance.
  • Support districts and charter schools in AI implementation, governance, and policy development.
  • Monitor emerging trends, research, legislation, and best practices related to AI and educational technology.

Digital Learning and Instructional Technology

  • Serve as a bridge between instructional practice and technology, translating educational needs into effective digital solutions that enhance teaching, learning, and student outcomes.
  • Oversee strategic statewide digital learning programs and initiatives.
  • Support implementation of instructional technology, media literacy, and digital citizenship, online and blended learning, and digital accessibility.
  • Provide consultation on technology integration to improve teaching, learning, and operational effectiveness.
  • Support statewide digital learning systems, professional learning platforms, and instructional technology programs.

Professional Learning and Capacity Building

  • Design and deliver statewide professional learning for educators, administrators, and instructional technology leaders.
  • Lead statewide conferences, virtual learning events, and collaborative learning opportunities.
  • Build partnerships with institutions of higher education, professional organizations, and educational stakeholders to strengthen educator capacity.

Statewide Collaboration and Leadership

  • Serve as Delaware's liaison to state, regional, and national organizations including the International Society for Transforming Education (ISTE), State Educational Technology Directors Association (SETDA), and Consortium for School Networking (CoSN).
  • Lead statewide stakeholder groups and professional networks focused on instructional technology and digital learning.
  • Collaborate across the Department of Education to support strategic initiatives and policy implementation.
  • Supervise staff and provide leadership for statewide digital learning priorities.

Education: Bachelor's degree required, master's degree preferred in Instructional Technology, Educational Leadership, Education, or related field that supports technology in education

Experience

  • Experience distinguishing between AI activity and AI impact, including whether a tool improves teaching, reduces educator burden, strengthens student learning, protects student data, and advances equitable outcomes.
  • Experience implementing and integrating artificial intelligence in educational settings, including generative AI applications.
  • Experience in PK-12 teaching, learning, instructional coaching, curriculum leadership, or school administration.
  • Experience leading professional learning and large-scale educational initiatives.
  • Strong understanding of digital learning, educational technology, online and blended learning, and instructional innovation.
  • Experience building partnerships and collaborating with diverse stakeholders.

Salary:
Salary Range: $98,642.80-$154,081.14. annually. The final salary will be determined based on the candidate's education and experience in accordance with the Department of Education's compensation policy.  The position includes a comprehensive benefits package including health, dental, and vision insurance, participation in the state retirement program, annual, sick, and personal leave, and supplemental benefits options. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
