Position: Agile Coach (Subject Matter Expert (SME))

Clearance: Secret

Location: Fort Belvoir, VA (Hybrid Telework) 

Type: Exempt, Full Time, Regular

Description

The Agile Coach (SME) leads mission-aligned Agile activities and provides expert guidance across multiple program initiatives within the Department of Defense (DoD) and United States Army context. This role is instrumental in advancing modern, secure, and effective program delivery by improving interdependencies across initiatives, embedding Agile principles into operations, and enabling adaptive, high-performing teams to meet strategic objectives. The Agile Coach collaborates closely with senior leadership, Scrum Masters, Product Owners, and delivery teams to strengthen Agile execution and maturity across all levels of the organization to meet evolving mission objectives.

Duties and Responsibilities (including but not limited to)

·        Lead Agile efforts by implementing and scaling Agile frameworks such as Scrum, Kanban, and Scaled Agile Framework (SAFe) across teams and the broader organization, ensuring successful implementation of Agile practices, delivery of high-quality capabilities, and removal of obstacles to progress

·        Coach/Mentor/Guide Scrum Masters, Product Owners, and delivery teams to improve performance, strengthen Agile fluency, and ensure alignment with Agile values, best practices, and principles

·        Design and deliver Agile workshops, coaching sessions, and ongoing learning opportunities that enhance team capability and support Agile execution and improve Agile maturity

·        Align Agile practices with strategic objectives by working directly with senior leadership and stakeholders across the program environment

·        Engage with other Agile Coaches and Scrum Masters across the organization community to foster sharing of best practices and lessons learned, including conducting education sessions on new and improved tools/practices/metrics

·        Work closely with senior leadership and stakeholders to implement Agile frameworks, improve team dynamics, and ensure that Agile principles are embraced and embedded into the culture of the organization

·        Define and clarify Agile team roles and responsibilities to drive ownership, collaboration, and high-quality delivery

·        Identify team-level challenges and facilitate solutions that promote self-organization, transparency, and continuous improvement

·        Cultivate a culture of feedback, experimentation, and iterative progress to improve service delivery and operational agility

·        Strengthen coordination across cross-functional teams to eliminate silos, improve collaboration, and maximize flow efficiency

·        Analyze, monitor, and track Agile performance metrics such as team velocity and cycle time to assess team health, guide decision-making, and recommend targeted improvements

·        Embed Agile behaviors and mindsets into the organizational culture by championing change at all levels

·        Refine and manage product backlogs in collaboration with Product Owners and teams to ensure alignment with mission priorities

·        Ensure the product backlog is well-defined, prioritized, and aligned with business goals

·        Facilitate resolution of team impediments and organizational blockers to maintain consistent delivery

·        Provide expertise in Agile tools and methodologies to ensure effective and scalable implementation across projects and teams

·        Facilitate standardized progress monitoring and reporting

Required Qualifications

·        Master’s degree in a relevant field (e.g., Business Administration, Computer Science, Information Technology, Organizational Leadership, Management, etc.) or Bachelor’s Degree in related field plus an additional two (2) years’ experience

·        12+ years of experience

·        Demonstrated success leading Agile execution and transformation within DoD or federal program environments

·        Strong working knowledge of Agile methodologies and performance-based program delivery in large-scale, mission-critical contexts

·        Agile certifications (e.g., Scaled Agile Framework (SAFe 6.0), ICP-ACC, Certified Scrum Professional)

·        Strong interpersonal and customer service skills, with the ability to understand task requirements, explain solutions clearly, and respond quickly to time-sensitive leadership requests

·        Demonstrated ability to work independently with minimal supervision, showing initiative and sound judgment in dynamic environments

·        Proficiency with MS Office Suite (Excel, Outlook, PowerPoint, Project, Word), SharePoint, and Teams

·        Proficiency with Agile tools such as Atlassian Suite (e.g., Jira, Confluence), Microsoft Azure DevOps, and ServiceNow

·        Must possess and maintain a Secret Security Clearance

Desired Qualifications 

·        Proficient in project management and Agile task management tools, such as, but not limited to the Atlassian Suite of products, Microsoft Azure DevOps, Rational Team Concert, Rally, and ServiceNow

·        Experience supporting U.S. Army programs, with a strong understanding of Army organizational structures, program management processes, and acquisition lifecycle frameworks, including familiarity with Army-specific systems, protocols, and reporting requirements

·        Familiarity with reporting and visualization tools like Power BI, Tableau, or advanced Excel

·        Extensive experience in DoD acquisition planning and execution to include preparation and review of all milestone documentation (e.g., Acquisition Strategy)
