At the center of this mission, the Common Mission Control Center (CMCC) unifies data, sensors, mission applications, cloud based services, and emerging AI enabled automation to give warfighters a decisive edge-turning complex, multidomain information into fast, clear, and actionable decisions in the moments that matter most. The CMCC System Facilitator contract positions SAIC to accelerate how new capabilities are integrated, tested, secured, and transitioned into operational use, working side by side with operators, engineers, Capability Providers, and government teams to ensure every delivery strengthens mission readiness. This effort offers the chance to directly shape how the Air Force sees, decides, and acts across all domains-making a tangible and immediate impact on warfighter effectiveness.
SAIC is seeking an experienced Release Manager to lead Agile release operations, environment promotion sequencing, and cross team coordination for CMCC capability delivery. This role sits within the Agile Team and works closely with the Configuration Manager to ensure alignment across baselines, artifacts, and documentation. The Release Manager drives Program Increment (PI) execution, ensures readiness for CCB milestones, manages Agile workflows, and leverages Atlassian tools to synchronize capability releases across Factory, I&T, Experimental, and Operational environments.
Job Duties include:
  • Serve as Scrum Master / Release Train Engineer for the Agile Release Train (ART), facilitating PI Planning, Scrum of Scrums, and other ART ceremonies.
  • Manage PI objectives, feature readiness, risks, and dependencies tied to CMCC capability releases.
  • Lead Agile release planning and coordinate release timelines, sequencing, and environment promotion paths across all CMCC tiers.
  • Build processes to ensure release packages include required artifacts (test results, security scans, documentation, CPs) before moving to CCB review.
  • Coordinate closely with the Configuration Manager to maintain release-to-baseline alignment and ensure traceable version control.
  • Administer and optimize Atlassian toolsets (JIRA, Confluence, Bitbucket) to support Agile workflows, reporting, permissions, and ART execution.
  • Build and manage JIRA workflows, boards, dashboards, filters, and automation rules tailored to release operations and Agile governance.
  • Integrate JIRA with CI/CD and DevSecOps toolchains (GitHub, GitLab/Jenkins, Slack) to improve release visibility and automation.
  • Track release metrics (flow efficiency, velocity, throughput, WIP) and provide reports to program leadership to drive continuous improvement.
  • Troubleshoot Agile tooling issues, ensure compliance with classified environment requirements, and support upgrades/maintenance.
  • Serve as primary release liaison between ART teams, Capability Providers, cyber, integration, cloud, and Government stakeholders.
  • Identify bottlenecks and recommend improvements to accelerate delivery, streamline release steps, and strengthen workflow automation.

Qualifications
Required Qualifications & Experience:
  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.
  • TS/SCI Clearance
  • Atlassian Certified Jira Administrator - Cloud (or ability to obtain).
  • Certified Scrum Master (CSM), Professional Scrum Master (PSM), or equivalent Agile certification.
  • Direct experience as a Release Train Engineer, Scrum Master, or Agile Program Manager supporting SAFe or scaled Agile environments.
  • Strong hands-on experience designing and administering JIRA workflows, boards, dashboards, automation rules, and user permissions.
  • Experience integrating Agile tooling (JIRA, Bitbucket, Confluence) with CI/CD pipelines and DevSecOps workflows.
  • Demonstrated ability to manage cross-team Agile planning, risk management, and release readiness in complex technical programs.
  • Experience working with or supporting hybrid cloud or distributed computing environments.

Desired Qualifications and Experience:
  • Experience supporting test automation ecosystems (REST Assured, Selenium, JUnit, TestNG, SoapUI, load/performance tools).
  • Familiarity with classified or multi-domain environments, security controls, or cross-domain workflows.
  • Experience working with CMCC, CBC2, AOC Falconer, DI, JFN, or other DAF C3BM modernization programs.
  • Exposure to Continuous ATO, RMF workflows, or security evidence automation.

Desired Skills and Certifications:
  • SAFe Agilist (SA), SAFe RTE, or Advanced Scrum Master certification.
  • Security+ or other DoD 8140/IAT II baseline certification.
  • Experience with Zero Trust models, hybrid cloud architectures, or enterprise integration.
  • Strong technical writing, briefing, and cross functional communication skills.
