Connected Logistics is seeking an Agile Program Manager, CPE ST3 for our client in restructuring its support services acquisition model from traditional SETA-style labor augmentation and toward an Enterprise Agile Program Management construct centered on outcome-based execution, enterprise resource prioritization, agile delivery metrics, surge capability, specialized technical expertise, and measurable "Definition of Done" deliverables. 


The Agile Program Manager (PM) has a pivotal role within the project team, responsible for leading the implementation of Agile methodologies to ensure the successful delivery of the Government's objectives. The Agile PM must possess a robust understanding of Agile principles, including Scrum, Kanban, and Lean methodologies, and demonstrate a proven track record of successful leadership in Agile environments. This includes the ability to facilitate Agile ceremonies, foster collaboration amongst cross-functional teams, and drive continuous improvement initiatives. The Agile PM will be expected to mentor team members in Agile practices, ensuring adherence to Agile frameworks while adapting to the unique needs of the supported Government organizations. The ideal candidate will have experience in managing complex Agile projects, showcasing their capability to navigate challenges and deliver results in a dynamic and fast-paced environment. 


Key Responsibilities:  

  • Lead the transition to an Enterprise Agile Program Management model by replacing traditional SETA labor approaches with outcome-based execution frameworks, prioritizing enterprise resources, and delivering measurable "Definition of Done" results.
  • Drive Agile program execution across complex initiatives by applying Scrum, Kanban, and Lean methodologies to ensure alignment with Government objectives, delivery timelines, and performance metrics.
  • Facilitate Agile ceremonies and cross-functional collaboration to promote transparency, remove impediments, and ensure coordinated delivery across technical and program teams.
  • Establish and monitor Agile delivery metrics and continuous improvement initiatives to enhance program performance, scalability (including surge support), and overall operational efficiency.

Requirements

  • US Citizenship required and HSPD-12 (Tier 1) to Top Secret (Tier-5) clearance required.
  • 5  years of experience in Agile program management REQUIRED.  Experience within prior CPE STRI SETA contracts are not aligned with Agile requirements.
  •  This individual must demonstrate a minimum of 5 years of Agile experience and leadership of at least 3 completed Agile projects, specifically highlighting experience organizational Agile transformations. 
  • One or more of the following is required: SAFe Practice Consultant (SPC), Prosci Certified Change Practitioner, PMI Agile Certified Practioner, (PMI-ACP), SCP, CAL and ACP certifications required.
  • Demonstrated mature expertise in large scale Agile transformation, SAFe or enterprise Agile operations, Agile enterprise governance, scalable Agile PMO program management, DevSecOps and integrated JIRA-based execution.
  • Demonstrated expertise in Agile sprint governance, Agile outcome-based metrics, flexible workforce management and deep specialized technical capability. 
  • Demonstrated success in projects that required rapid iteration and feedback loops, such as software development or product management.
  • Familiarity with Agile transformations within organizations showcasing the ability to implement Agile practices at scale. 
  • Demonstrated expertise transforming from legacy SETA support into modernized Agile Program Management. 
  • Demonstrated expertise in Agile delivery constructs within Jira-native governance and execution, enterprise backlog prioritization, quarterly retrospectives, Agile maturity assessment, Agile metrics and dashboards, and Agile coaching/training capabilities. 
  • Demonstrated exceptional high-value matured expertise within enterprise resource management, commercial best practices, OCI mitigation understanding and transition execution.
