Senior Estimator / Preconstruction Manager
Morgantown, PA | Heavy Civil / Excavation | Full-Time, In-Person
Do you know the difference between winning a job and winning a good job?
Berg Construction is looking for an experienced heavy civil estimator who can help us build a profitable backlog-not simply process bids.
We're looking for someone who understands excavation and underground construction, knows what production really looks like in the field, has relationships in the southeastern/southcentral Pennsylvania construction market, and can take an opportunity from the first conversation through estimate, proposal, negotiation, award, and turnover.
You'll have estimating support for takeoffs, solicitation, and quote gathering. What we need from you is the experience and judgment to lead the process.
What You'll Own
You'll be responsible for helping Berg identify, pursue, estimate, and win the right work.
That includes:
  • Personally building detailed heavy civil estimates and bids.
  • Leading estimates in HCSS HeavyBid.
  • Evaluating plans, specifications, quantities, production, crews, equipment, materials, subcontractors, schedule, and risk.
  • Developing bid strategy alongside Berg's President and Owner.
  • Helping determine which opportunities we should-and shouldn't-pursue.
  • Developing relationships with GCs, developers, engineers, owners, municipalities, suppliers, and industry partners.
  • Finding opportunities instead of simply waiting for invitations to bid.
  • Developing budgets, VE ideas, constructability solutions, and negotiated opportunities.
  • Presenting proposals and helping sell the work.
  • Following opportunities through negotiation and award.
  • Formally turning successful projects over to our operations team.
  • Comparing estimates to actual project performance so the next estimate gets even better.

Our typical projects range from approximately $500K to $5M and include:
  • Mass/site excavation and grading
  • Underground utilities
  • Stormwater
  • Sanitary and water
  • Landfill cell construction and closure
  • Underground geo-storage
  • Related heavy civil/site-development work

Our work is approximately 70% private and 30% public and is generally located within 60-90 minutes of our Morgantown, PA office.
Who We're Looking For
This isn't your first estimating job.
We're looking for someone with roughly 8-10+ years of meaningful heavy civil experience who understands how excavation and underground work gets built-not just how it looks on a spreadsheet.
You should be comfortable talking production rates and equipment with a superintendent in the morning, reviewing pricing with a supplier in the afternoon, and sitting across the table from a developer or GC to sell a proposal.
A background that includes field operations, project management, or superintendent experience is a plus, but it isn't required.
Existing relationships in the regional construction market matter.
So does your ability to build new ones.
Our Tools
We estimate using HCSS HeavyBid and also use Bluebeam, InSite Elevation, AGTEK, and
Foundation Software.
If you're already an experienced HeavyBid user, great.
If you're an excellent heavy civil estimator using another estimating platform, don't let that stop you from talking to us. We can teach software. We're much more interested in your understanding of construction, production, risk, pricing, and people.
