Job description

Position Title: Administrative Services Director
Help shape the future of a community by leading the operations that keep a city
running. This is an opportunity to step into a highly visible leadership role where you'll oversee
essential administrative functions, including finance, human resources, and information
technology, while driving operational excellence across the organization. Working closely with
city leadership, you'll help strengthen public services, improve organizational efficiency, and
support initiatives that directly impact the community. If you're a strategic leader who excels at
balancing multiple priorities, building collaborative relationships, and creating accountable,

Salary Range: $128,000 - $163,000 / Year DOE
Administrative Services Director Responsibilities
  • Assumes full management responsibility for all Administrative Services Department programs, services, and activities.
  • Develops, directs, and coordinates the implementation of department goals, objectives, policies, procedures, and work standards.
  • Plans, directs, and coordinates the department's work plan and resolves operational issues.
  • Manages and participates in the development and administration of the department's annual budget.
  • Coordinates the administration of the annual budget for the entire City.
  • Establishes the City's central budgeting, accounting, and financial reporting practices.
  • Manages the City's investment portfolio and ensures compliance with applicable policies and guidelines.
  • Oversees revenue collection programs, including tax assessments, user fees, and ensuring timely audits.
  • Coordinates and oversees assigned human resources and personnel administration functions.
  • Selects, trains, motivates, supervises, and directs department personnel.
  • Monitors and evaluates the efficiency and effectiveness of departmental operations and service delivery methods.
  • Contributes to the overall quality of departmental services by developing and implementing policies, procedures, and continuous improvement initiatives.
  • Negotiates contracts and agreements with legal counsel, vendors, and City department representatives.
  • Represents the Administrative Services Department to other City departments, governmental agencies, community organizations, and outside partners.
  • Conducts departmental, organizational, and operational studies, investigations, and analyses, recommending improvements and modifications as needed.
  • Prepares and presents staff reports, recommendations, and presentations to the City Council, executive leadership, and other governing bodies.
  • Responds to public inquiries and provides information regarding departmental operations and City administrative services.
  • Participates in professional organizations, conferences, and meetings to remain current on industry trends and best practices.
  • Maintains and directs the maintenance of official departmental records, files, and documentation.

Administrative Services Director Requirements
  • At least 7 years of progressive experience in a similar role
  • At least 4 years of direct finance experience in municipal/government finance
  • Experience with governmental accounting, budgeting, auditing, grants, taxation, and public finance
  • Management experience is required
  • Knowledge of municipal administration, organizational management, and program evaluation
  • Familiarity with federal, state, and local laws and regulations
  • BA from an accredited university in finance, accounting, business/public administration, or a related field
  • Ideally some IT experience, but this can be contracted out
  • Preferred background in municipal administration or a finance office is preferred
  • Master's degree is preferred
