What is an administrative engineer?

Administrative Engineers are professionals who combine technical engineering knowledge with administrative and management skills to oversee projects, coordinate teams, and ensure efficient operations within an organization. They often handle budgeting, planning, compliance, and communication between technical and non-technical staff. Their role bridges the gap between engineering and administration to optimize processes, improve productivity, and support organizational goals.

How does an administrative engineer typically balance technical responsibilities with administrative tasks?

Administrative Engineers often juggle both technical duties—such as overseeing engineering projects, ensuring compliance with technical standards, and resolving operational issues—and administrative tasks like budgeting, reporting, and coordinating between departments. Effective time management and clear communication are crucial, as the role requires collaborating with technical teams, management, and sometimes external vendors. Many find that establishing structured routines and leveraging project management tools help maintain this balance, ensuring projects stay on track without neglecting essential administrative obligations.

What are the key skills and qualifications needed to thrive as an administrative engineer, and why are they important?

To thrive as an Administrative Engineer, you need a solid background in engineering principles, project management, and organizational processes, often supported by an engineering degree and relevant work experience. Familiarity with project management software, CAD systems, and industry-specific compliance tools is typically required. Strong communication, problem-solving, and leadership skills help you coordinate teams, manage resources, and ensure project goals are met efficiently. These competencies are essential for optimizing operations, maintaining regulatory standards, and driving successful project outcomes.

Job description

Job Description

PLEASE NOTE THAT WE ARE ONLY SEEKING INTERNAL CITY EMPLOYEES FOR THIS POSITION.
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
BEDC's Wastewater Capital Program (WWCP) staff oversees the design and construction of all capital projects managed on behalf of the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). Currently, WWCP manages the capital delivery requirements for BWT and BWS. Some of the capital projects delivered include wastewater resource recovery facilities (WRRFs) upgrades/state of good repair improvements, CSO abatement projects and pump station rehabilitation. WWCP consists of a group of project managers and engineers who manage capital projects consistent with BEDC's project delivery and construction management procedures, with an emphasis on environmental health and safety, scope, schedule, budget, and client service.
BEDC seeks to hire an Administrative Engineer (NM) to be Accountable Manager (AM) for WWCP. The selected candidate will oversee and support the design and construction of WWCP projects for various WRRFs, such as but not limited to North River, Bowery Bay, Red Hook, Oakwood Beach, Owls Head, wastewater pump station projects across the city, contribute to WWCP projects involving WRRF from the watershed region, and also the Flushing Bay and Gowanus Superfund CSO programs.
Through a staff of project management professionals, inspectors and/or other technical/administrative staff, the AM will direct the oversight of the planning, design and construction of major capital construction projects for a program that will allow the DEP to meet its wastewater treatment requirements into the future. The selected candidate, with broad scope for the exercise of independent initiative and judgment, will be responsible for the achievement of project goals and milestones, ensuring that all prepared schedules, reports, and work products conform to the scope of work.
In addition, the AM will undertake the preparation, negotiation, and processing of appropriate modifications to Consultant Contract scope, cost, and schedule for successful project completion. S/he will provide a day-to-day guidance and oversight of subordinates' work assignments, motivate current employees, approve time and leave, evaluate staff members and determine staffing requirements for implementation of the program. The selected candidate must ensure that Environmental Health & Safety is incorporated throughout the project lifecycle and must be focused on client service to the operating bureaus.
The selected candidate will be responsible for the implementation of all project delivery procedures and coordination with all the bureau support divisions, such as the Project Controls Group (Schedule & Cost), Permit Resource Division, Sustainability, Contracts Support, etc. The AM must be capable of quickly recognizing what is required for a major capital construction project and providing the sustained effort necessary to see the project through from conception to completion.
The selected candidate will be responsible for the seamless communication/coordination with Agency Bureaus, other City and State Agencies, and key stakeholders. S/he must focus on issues resolution and risk mitigation to keep the project moving and must manage the quality of the project delivery throughout the project lifecycle. Where necessary, the AM will be responsible for managing staff efficiently and effectively to ensure adequate staffing of projects and opportunities for professional growth. The selected candidate will also be responsible for continuous monitoring of key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics. The AM will report directly to the Deputy Portfolio Manager.
