Job description

Job Purpose:

MCH Consulting Services, LLC a management and engineering services and training firm, has a potential need in the Washington DC, area for a for a mid-level Acquisition Specialist with experience supporting Federal Agencies.

Duties will include:

A good candidate will have acquisition experience in (e.g., program management, procurement, source selection, systems engineering, contract management) and must be familiar with all aspects of procurement life cycle activities. The Acquisition Specialist will provide support services including all aspects of both pre-award functions, to include preparing solicitation and award packages including all related contractual documents, and post-award administration in support of the client.

Key responsibilities include:

  • Integration and communication between technical personnel such as engineers/scientists and procurement personnel such as contracting officers/specialists.
  • Supports the analysis of requirements in terms of functional and quality requirements for the technical clients, identify trends, overlaps and deficiencies.
  • Supporting requirements development, acquisition planning, cost estimating, price analysis, technical evaluation criteria, and contract management.
  • May be required to support the preparation, organization, and maintenance of contract records and files documenting contract performance and compliance.
  • Performing market research in support of acquisition of commercial items and services.
  • Interfacing with customers daily and providing progress/status reporting.

Experience and Qualifications:

  • 5-10 years performing life cycle acquisition support activities in a federal government environment (DHS/DoD acquisition preferred).
  • BA/BS degree in a related discipline.
  • Experience developing solicitation packages including Acquisition Strategies and Plans, Performance Work Statements/Statements of Work, Independent Government Cost Estimates, Source Selection Plans, Instructions to Offerors, Evaluation Criteria, and related acquisition package documents.
  • Experience involving acquisition and procurement or program management. Experience in Department of Homeland Security (DHS) or Department of Defense (DoD) programs is preferred.
  • Knowledge and understanding of Federal Acquisition Regulation (FAR) and related laws, regulations, initiatives, programs and procedures as well as various government contract types.
  • Exposure to finance, procurement, acquisition, purchasing, and operations business processes.
  • Contracts management certification desired (e.g. NMCA CPCM, CFCM)
  • Proficiency in Microsoft Office software products.
  • Excellent interpersonal and communications skills.
  • Ability to obtain a government security clearance.
  • US Citizenship required.
