Job Title: Web Content Manager
Type: Contract – 12 Months (Probability of Extension)
Location: Phoenix, AZ (Hybrid)

Job Summary:

The defining priority of this position is the implementation, audit, and strict enforcement of the Web Content Accessibility Guidelines (WCAG 2.1/2.2, Level AA standards) across all agency web properties. Given that a significant percentage of the target audience includes aging veterans, individuals with service-related disabilities, visually or hearing-impaired users, and assistive-technology dependents, the Web Content Manager ensures that no digital barrier prevents a veteran from accessing state support.

Major Responsibilities & Job Duties:

Accessibility Compliance & WCAG Governance (Primary Focus): Serve as the agency’s subject matter expert on federal Section 508 and WCAG 2.1/2.2 compliance. Conduct systematic, routine accessibility audits using both automated scanning tools (e.g., Acquia) and manual keyboard navigation/ screen-reader testing. Document Remediation & Media Optimization: Audit, remediate, and catalog all public-facing digital media. Convert legacy, non-compliant PDFs into semantic, accessible HTML or fully tagged, screen-reader-friendly PDFs. Ensure all multimedia components feature synchronized captions, descriptions, and text transcripts.

Skills in:

  • Executing technical remediation on non-accessible digital assets (PDFs, data tables, web forms, and visual graphics).
  • Utilizing accessibility testing tools and platforms to isolate, diagnose, and resolve code and contrast violations.
  • High-level copyediting and content generation, with the specific ability to simplify bureaucratic data for public consumption.
  • Web asset optimization, including managing proper heading hierarchies, descriptive link structures, and mandatory image alternative (alt) text.
  • Need Drupal Experience
  • Familiar with Americans with Disabilities Act (ADA) and Section 508 of the Rehabilitation Act.

Ability to:

  • View digital interfaces through the lens of an assistive-technology user to proactively flag navigation and usability bottlenecks.
  • Bridge communication gaps by explaining technical web accessibility rules to non-technical program managers and division heads.
