The\r\nmost suitably qualified candidates will possess the following competencies:\r\n\r\n\r\nKnowledge of:\r\n\r\n\r\n Purchasing principles, practices, and techniques in a public agency, including competitive and public works bidding procedures and the preparation and evaluation of technical and other bid specifications.\r\n Basic applicable laws, codes, regulations, policies and procedures related to public bidding, contracting and procurement.\r\n Risk Transfer as it relates to contractual obligations with suppliers.\r\n Electronic procurement and financial ERP systems, and Microsoft Office applications, such as Word, Excel, SharePoint, PowerPoint, and Outlook.\r\n Basic financial recordkeeping, accounts payable and contract management procedures and practices.\r\n Basic vendor management.\r\n\r\nAbility to:\r\n\r\n\r\n Analyze information and problems, evaluate alternatives, and develop sound conclusions and recommendations.\r\n Negotiate effectively with vendors on behalf of the Agency.\r\n Prepare clear, accurate and concise specifications, agreements, contracts, records, reports, and correspondences.\r\n Present proposals and recommended course of action clearly and logically.\r\n Interpret, explain and apply federal, state, local, and Agency laws, regulations, ordinances, and policies governing purchasing procedures.\r\n Reconcile discrepancies, expedite transactions, and perform highly detailed work on multiple concurrent tasks with frequent interruptions.\r\n Communicate both verbally and in writing and maintain effective communication between Agency sections and Procurement.\r\n Establish and maintain effective working relationships with employees, vendors, and the public.\r\n\r\n\r\n\r\n

EXAMINATION COMPONENTS
