Job description

Job Description Summary:
CES is looking for reliable, detail-oriented individuals to assist in performing compliance checks on local tobacco retailers to ensure the sale of tobacco products to underage purchasers is restricted. The inspection is used to establish a retailer's compliance with Ohio's Tobacco 21 law (Ohio Revised Code § 2927.02) in coordination with the Ohio Department of Health (ODH), Bureau of Health Improvement and Wellness - Tobacco Use Prevention and Cessation Program. This work is conducted on a part-time, case-volume basis with flexibility relevant to individual and team schedule.
Duties/Responsibilities:
  • Coordinate with Program Manager and/or Assistant Program Manager regarding inspection routes
  • Provide transportation with an Adult Underage Purchaser (AUP 18-20)
  • Review provided inspection route and verify addresses
  • Facilitate and observe undercover buys in coordination with a trained Adult Underage Purchaser (AUP)
  • Complete and submit required compliance check data through the ODH-Microsoft Forms (or other required documentation), detailing outcomes and any issues, when applicable
  • Document observed outcomes and collect, store, and deliver evidence as required by protocol (e.g., tobacco or nicotine products)
  • Coordinate as needed with Adult Underage Purchasers (AUP)
  • Follow all quality control standards and procedures set forth by the program
  • Cooperate with ODH on data quality, clarifications, and reporting

Required qualifications/skills:
  • Must be an active or retired law enforcement officer (completed basic academy training); or have comparable investigative, regulatory, or public-safety experience; or be a licensed educator experienced in supervising young adults.
  • Reliable transportation, meeting all Ohio motor vehicle and financial responsibility laws (Ohio Revised Code Chapter 4509)
  • Attention to detail
  • Strict adherence to program confidentiality requirements
  • Knowledge of chain of custody standards

Preferred qualifications/skills:
  • Experience working with young adults (ages 18-20)

Physical Requirements:
  • Drive to inspection locations
  • Ensure safety of program participants, to include Adult Underage Purchasers aged 18-20.

Other:
  • All Inspectors will complete all required training sessions: initial training, annual refreshers, ad-hoc.
  • Must be able to undergo a background check meeting contract standards and be approved to work by ODH.
