Job description


Summary of the Role:

The Facilities Maintenance Manager is responsible for the reliability, availability, and safe operation of all mechanical, electrical, and instrumentation assets at the refinery, tank farm, and the facility overall. This role leads the maintenance department's day-to-day execution, staffing, and training, and serves as a key leader in turnaround (TAR) planning and execution. The position requires 24/7 accountability for maintenance response and carries on-call responsibility for the manager and scheduling authority over on-call maintenance staff. This is an exempt, salaried position; the role is expected to work the hours necessary - including overtime, nights, and weekends - to meet operational and turnaround demands.

Key Responsibilities:

Maintenance Operations & Reliability

  • Direct all maintenance activities across mechanical, electrical, and I&E disciplines to maximize equipment reliability and minimize unplanned downtime.

  • Oversee work order prioritization, PM program, and CMMS management.

  • Manage maintenance contractor relationships and scope/quality of contracted work.

  • Work with Operations to build maintenance schedules and coordinate break-in/emergent work as needed, balancing planned maintenance against production priorities.

  • Submit and manage necessary purchase orders (POs) for the department.

  • Restock and order supplies as needed to maintain maintenance inventory and shelf stock levels.

  • Conduct job site visits and job audits to verify direct staff are performing scheduled work as described and completing it in a timely manner.

Turnaround (TAR) Leadership

  • Serve as a core leader in all turnaround planning and execution - from scope development and scheduling through execution and handback to Operations for startup.

  • Own maintenance-driven TAR scope: equipment work lists, resource/labor planning, contractor coordination, and critical path items.

  • Partner with Operations, EHS, Engineering, Shipping & Receiving, and Logistics on pre-job risk assessments, permits, and readiness reviews.

  • Accountable for TAR schedule adherence, cost control, and safe, quality execution within the maintenance scope.

Staffing & Accountability

  • Recruit, hire, and retain a fully staffed maintenance department.

  • Hold staff accountable to performance, safety, and quality standards; manage corrective action as needed.

  • Complete individual annual performance reviews with all direct reports.

  • Build and maintain on-call schedules for mechanics, electricians, and I&E techs; ensure 24/7 coverage.

  • Personally maintain on-call availability at all times for escalations and emergency response.

  • Work and direct overtime as needed to meet operational and turnaround demands.

Training & Qualification

  • Schedule and track required training/certifications to keep staff qualified on job-critical tasks, including but not limited to: welding qualifications, troubleshooting (mechanical/electrical/instrumentation), confined space entry, LOTO, hot work, rigging/lifting, and craft-specific certifications.

  • Maintain training matrices and ensure compliance with PSM/mechanical integrity training requirements.

Safety & Compliance

  • Ensure all maintenance work complies with PSM, MOC, LOTO, confined space, hot work, and other EHS/regulatory requirements.

  • Contribute to and assist with HAZOPs, MOCs (Management of Change), and incident investigations.

  • Participate in Job Safety Analysis (JSA) / Job Hazard Analysis (JHA) for maintenance work.

  • Drive excellence and discipline in the work permit process, ensuring permits are aligned and coordinated with the maintenance schedule.

  • Participate in root cause analysis for equipment failures and incidents.

  • Support incident investigations and corrective actions related to maintenance/equipment failures.

Knowledge, Skills and Competencies

Knowledge & Technical Skills:

  • Strong understanding of regulatory compliance requirements, including OSHA, EPA, and FRA.

  • Strong working knowledge of PSM, MOC, mechanical integrity, and RCRA compliance in a refinery setting.

  • CMMS proficiency (e.g., SAP, Maximo, or equivalent).

  • Proven ability to manage contractor labor and third-party service providers.

  • Strong leadership, accountability, and staff development skills.

  • Ability to read P&IDs, mechanical drawings, and equipment specifications.

  • Effective communicator across Operations, EHS, and Reliability functions.

Qualifications and Requirements:
  • Education / Degree / Licensing / Certifications (as required): Bachelor's degree in Mechanical Engineering, Industrial Engineering, or related technical field preferred; equivalent combination of trade certification/military technical training and experience will be considered in lieu of degree.

  • Minimum Years of Relevant Experience: 8-10+ years of progressive maintenance experience in a refinery, petrochemical, or heavy industrial environment, including a minimum of 3-5 years in a maintenance supervisory or management role.

  • Specific Requirements: Direct turnaround (TAR) planning and execution experience required; experience completing audits (internal/regulatory/compliance) required; CMRP or equivalent preferred; OSHA 30-Hour General Industry preferred; HAZWOPER 24/40-hour preferred, not required.

  • Other or Preferred (as applicable): Multi-craft supervision experience (mechanical, electrical, I&E) strongly preferred; project management experience a plus.

Physical Demands:
  • Ability to work in an outdoor industrial refinery environment, including exposure to heat, cold, noise, and chemical process areas.

  • Ability to climb stairs/ladders, work at elevated heights, and access confined spaces as needed for oversight/inspection purposes.

  • Ability to lift/move up to 50 pounds.

Working Conditions & Travel:
  • Industrial refinery environment with exposure to noise, heat, weather, and chemicals; office work as applicable.

  • Field based; available for emergency callout and extended hours during upsets and turnarounds.

  • PPE required: FR long sleeve shirt and pants, safety boots, safety helmet, gloves, safety goggles or glasses.

  • Minimal; occasional travel for training or meetings may be required.
