PROJECT MANAGER (Utilities) Phoenix, AZ

We deliver expert solutions and trusted resources to municipalities, private clients, and federal, state, and local agencies. We're currently seeking a skilled and driven Project Manager to join our growing Utilities Team and help tackle complex engineering challenges.


Position Overview

As a Project Manager, you will oversee the full lifecycle of utility infrastructure projects, ensuring quality, performance, and client satisfaction. You'll lead multidisciplinary teams, manage budgets and schedules, and play a key role in business development and staff mentorship. This is a prime opportunity to advance into a leadership role within a dynamic and successful engineering firm.


Key Responsibilities

  • Lead the design and implementation of water and wastewater infrastructure, including pipelines, wells, boosters, reservoirs, gravity sewer mains, lift stations, force mains, and odor control systems.
  • Manage programs and master planning for water and sewer systems.
  • Develop and manage project scopes, budgets, and schedules.
  • Coordinate with clients, design teams, internal staff, and external resources throughout the project lifecycle.
  • Provide technical guidance to engineers, EITs, and technicians.
  • Monitor project performance and ensure quality control of deliverables.
  • Set up project accounting and budget tracking systems.
  • Prepare invoices and follow up with clients to ensure timely payments.
  • Conduct QA/QC reviews and ensure compliance with standards.
  • Mentor junior staff and support career development.
  • Collaborate with marketing and business development teams to pursue new opportunities.
  • Participate in proposal development and client interviews.
  • Assemble and manage project teams, including sub-consultants.
  • Contribute to continuous improvement initiatives and strategic planning.
  • Represent Dibble at industry events and conferences.

Required Skills & Qualifications

  • Proficiency in engineering software such as AutoCAD Civil 3D, MicroStation, and Microsoft Office.
  • Strong project management skills, including the ability to handle multiple high-value projects simultaneously.
  • Strategic decision-making and resource management capabilities.
  • Deep understanding of project budgeting and scheduling.
  • Excellent communication skills across all levels-clients, engineers, technicians, and subconsultants.
  • Proven ability to negotiate profitable contracts.
  • Detail-oriented, dependable, and client-focused with a proactive mindset.

Education & Experience

  • Bachelor's degree in Civil Engineering (B.S. required).
  • Minimum of 10 years of relevant experience preferred.
  • At least 3 years of direct project management experience.
  • Registered Professional Engineer (PE) in Arizona or ability to obtain within 6 months.
  • Valid Arizona driver's license or ability to obtain within 3 months of hire.
