Description
Under general supervision of the Police Sergeant or Field Training Officer, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; to carry out special assignments; and other work as required. A Police Officer has a thorough knowledge of laws and ordinances of the State, County, and City. A Police Officer shall preserve the public peace, protect life and property, prevent crime, enforce all laws, and may make forceful arrest of violators of the law, as well as carry out additional assigned tasks. Positions in this class may work rotating shifts on a twenty-four (24) hour basis, seven (7) days a week.

Minimum Qualifications:
Education: High school graduation or GED equivalent.
Licenses and Certificates:
- Possession of an appropriate California Operator's License issued by the State Department of Motor Vehicles.
- Appropriate P.O.S.T. Training Certificate by date of appointment.
Duties:
- Patrols City in radio car, motorcycle, bicycle or on foot; answers calls for the protection of life and property, and the enforcement of City, County, and State laws; patrols business districts at night and checks doors and windows of business firms; investigates suspicious persons and circumstances; checks doors and windows in homes of citizens on vacation.
- Prepares reports of arrests made, investigations conducted, and illegal incidents observed; assists in the care of prisoners in jail; and assists in transporting prisoners to other jurisdictions.
- Conducts investigations of disturbance, prowlers, burglaries, thefts, robberies, vehicle accidents, deaths, suicides, and other illegal or unusual incidents.
- Performs crime investigations including interrogating suspects, interviewing witnesses, taking statements in connection with suspected criminal activity, collecting evidence, taking pictures, taking latent prints, and writing reports.
- Appears in court to present evidence and testimony in the presentation of cases.
- Directs traffic, including regulation of vehicle flow at fires, parades, and other emergency or congested situations.
- Stops drivers who are operating vehicles in violation of laws; warns driver against unlawful practices; issues citations and makes arrests as required; issues parking citations; testifies in court in connection with the prosecution of violators; may operate radar equipment to detect traffic violators.
- Assumes responsibility for Police Department vehicles and equipment; makes vehicle checks each day.
- Maintains contact with citizens pertaining to potential law enforcement problems and suspicious persons and circumstances; gives information, assistance and directions to the public.
- May assist ambulance attendant as necessary.
- Serves as staff specialist in a designated aspect of police responsibility.

Refer to the Memorandum of Understanding(MOU) between the City of Kingsburg and the Kingsburg Police Officers Associationthat sets forth the full and only agreement on wages, hours and terms and conditions of employment that are subject to negotiation between the ASSOCIATION and the CITY.
Salary: Qualified candidates are hired at the salary range commensurate with their level of training and certification. Salary increases are given when the employee obtains job class certifications and his/her work performance has been satisfactory as determined by a regularly scheduled performance evaluation. An additional salary increase may be granted after six months. The City has a 5 step salary range with 5% increments between steps. Employees can also earn up 20% for advanced education, specific job class certifications, assignment pay, etc. DOE. Bilingual skills 2.5% incentive pay available. 4% COLA 1/1/26, 2.5% COLA 1/1/27, and 2.5% COLA 7/1/27
Retirement: The City of Kingsburg is a member of the California Public Employees Retirement System. The City pays the employer's contributions only for CalPERS. Current employees are covered under the 3% at 55 plan. Safety employees hired after January 1, 2013 are covered under the 2.7% at 57 plan. "New members" shall comply with California Public Employee's Pension Reform Act 2013.
Insurance: For Regular full-time employees the City offers family health insurance coverage which includes medical, dental, vision care and a $15,000 life insurance policy. The employee pays a $151.55 family premium (POP), or $49.27 employee POP, automatically payroll deducted, pre-tax, on a bi-weekly basis. A supplemental life insurance policy for employees and dependents may be purchased through payroll deductions.
Holidays: First payroll in December- One-time payment equivalent to 96 hours of pay at the base hourly rate as of the time of payment. Employees who separate prior to December l, 2020 will receive a prorated amount based on 8 hours per month of employment with the City during the calendar year.
Vacation: Regular full time employees accrue 12 days vacation per year for years 1-5. Years 6-13 accrue an additional 1 day per year. From years 13-20 an employee accrues 20 days per year. At year 20, an employee accrues 25 days per year.
Sick Leave: Regular full-time employees accrue 15 sick days per year. Long Term Disability: Regular full time employees are eligible for disability insurance in the event they are disabled at their own expense.
Other Benefits: Employees may elect to participate in a deferred compensation program, Employee Assistance Program and Education Assistance Program. The deferred compensation program enables employees to set aside part of their earnings for retirement, pre-tax.
The City participates in Medicare and Social Security.
