Job description

IT Change Manager (Tax Modernization)

Location: Baltimore, MD (Hybrid – 3 days onsite / 2 days remote)
Employment Type: Contract (Long Term-Open Ended)

We are seeking an experienced IT Change Manager to lead organizational change efforts for a large-scale technology modernization initiative. This individual will drive the people side of transformation by developing change strategies, managing stakeholder engagement, leading communications, and delivering training to ensure successful adoption of new technology and business processes.

This is an excellent opportunity for a change management professional with experience supporting enterprise technology implementations in complex organizational environments.

Responsibilities
  • Develop and execute a comprehensive organizational change management strategy aligned with project goals, timelines, and business objectives.
  • Assess organizational readiness and conduct stakeholder analyses to identify impacts, risks, and adoption challenges.
  • Create and implement communication plans that effectively engage stakeholders and support successful change adoption.
  • Design, develop, and deliver training programs, job aids, and end-user documentation for diverse audiences.
  • Monitor change adoption through surveys, feedback, and performance metrics, adjusting strategies as needed.
  • Partner closely with project managers, technical teams, business leaders, and stakeholders to ensure alignment throughout the project lifecycle.
  • Coach leaders and project teams on change management best practices and effective stakeholder engagement.
  • Facilitate workshops, presentations, and meetings to support organizational readiness and user adoption.
  • Promote continuous improvement by recommending enhancements to change management processes and methodologies.
Required Qualifications
  • Bachelor''s degree in Business Administration, Public Administration, Management, Human Resources, Organizational Development, or a related field.
  • 6+ years of organizational change management experience supporting enterprise technology or digital transformation initiatives.
  • Experience leading change management efforts for large organizations or complex enterprise implementations.
  • Strong knowledge of structured change management methodologies such as Prosci, ADKAR, or Kotter.
  • Excellent communication, presentation, facilitation, and stakeholder management skills.
  • Experience developing communication plans, training materials, and user adoption strategies.
  • Ability to translate technical concepts into clear, business-friendly communications and training.
  • Strong relationship-building skills with the ability to influence stakeholders at all organizational levels.
Preferred Qualifications
  • Experience supporting cloud-based or enterprise system implementations.
  • Familiarity with HR business processes and enterprise information systems.
  • Experience using Learning Management Systems (LMS).
  • Experience developing e-learning content using Articulate or similar authoring tools.
  • Prosci, SHRM, or other Change Management certifications preferred.
  • Experience coaching project managers and leadership teams on organizational change and communication strategies.
