Job Summary
The HR Manager, Benefits, Wellness, & Equity plays a critical role in advancing RBHA's mission by ensuring employees have access to comprehensive, high-quality benefits, wellness resources, retirement programs, and leave benefits that support their health, wellbeing, and ability to serve the community. This position provides strategic leadership and operational oversight for RBHA's employee benefits portfolio, including medical, pharmacy, dental, vision, life, disability, FSA, HSA, retirement, voluntary benefits, wellness initiatives, and employee support programs.
Serving as RBHA's subject matter expert for benefits and total wellbeing programs, the HR Manager oversees benefit administration, open enrollment, employee communications, compliance, and key vendor partnerships including Anthem, Delta Dental, Flores, VOYA, MissionSquare, Richmond Retirement System (RRS), Virginia Retirement System (VRS), BenefitFirst, Vera Whole Health, and disability administrators. The role also oversees FMLA, ADA accommodations, workers' compensation coordination, paid leave programs, retirement benefits, and employee wellness resources to ensure employees receive exceptional support throughout their employment lifecycle.
In addition, this position will lead, develop, and continue building the Benefits & Wellness team, fostering a collaborative, service-oriented culture focused on employee experience, operational excellence, and continuous improvement. The ideal candidate brings expertise in managing complex benefits programs, retirement systems, wellness initiatives, and vendor relationships, along with a passion for supporting employees so they can thrive personally and professionally while fulfilling RBHA's mission.
Job Summary
Provide strategic direction and leadership in HR functions, ensuring adherence to best practices and regulatory requirements. Oversee HR operations, supervise staff, and drive initiatives that enhance employee engagement and organizational effectiveness. Represent HR in executive meetings and collaborates with senior leaders to align HR strategies with agency goals.
Essential Duties and Responsibilities

  • Supervise and mentor HR team members, providing guidance and performance management
  • Lead strategic planning and execution of HR initiatives
  • Design, implement, and manage HR functions including recruitment, benefits, training, and compliance
  • Oversee HR administrative functions such as record-keeping, policy development, and audits
  • Ensure compliance with federal, state, and local employment laws and HR best practices
  • Conduct regular audits and reviews to mitigate risk and maintain regulatory compliance
  • Manage special projects and system implementations to enhance HR operations
  • Utilize advanced data reporting and analysis to support decision-making
  • Collaborate with senior leadership to align HR strategies with organizational goals
  • Represent HR in executive-level meetings and cross-functional initiatives
  • Other duties as assigned

Position Requirements
Minimum Qualifications-Education and Experience
  • Bachelor's degree in human resources, business administration, or related field
  • 5-7 years of progressive HR experience
  • 1-3 years of supervisory experience
  • ORan equivalent combination of education, experience, knowledge, skills, and abilities that demonstrates the capacity to perform the essential functions of the position, as permitted by applicable regulatory standards.
  • Possession of a valid Virginia driver's license and a satisfactory driving record in accordance with agency policy.

Preferred Qualifications
  • Master's degree in HR, public administration, or related field
  • HR certification (e.g., SHRM-SCP, SHRM-CP, SPHR, PHR, CEBS, or CBP certification preferred.)
  • Experience within healthcare, government, nonprofit, behavioral health, or public sector organizations strongly preferred.
  • Advanced proficiency in HRIS and data analytics
  • Proven ability to lead open enrollment, benefits communications, and employee education initiatives.
  • 7+ years of progressive HR experience with significant responsibility for benefits and wellness programs.
  • 3+ years of leadership experience managing benefits teams or vendors.
  • Demonstrated success managing complex, multi-vendor benefit environments.
  • Strong expertise in benefits compliance, leave administration, and retirement plans.
  • Experience analyzing claims, utilization, and plan performance data.

Knowledge, Skills, and Abilities
  • Knowledge of strategic HR planning, employment law, and compliance standards
  • Skill in supervising staff, managing operations, and leading initiatives
  • Skill in data analysis, reporting, and HR systems
  • Ability to communicate effectively with internal and external stakeholders
  • Ability to align HR practices with organizational goals and drive change

Supervisory Responsibilities
  • This position has full supervisory authority over assigned staff. Evaluates and signs performance reviews, approves timecards, and administers rewards/discipline. Officially supervises full-time employees (not temporary/seasonal employees). Not a 'lead worker' position.

Work Environment and Physical Demands
This role, generally performs work under the following conditions:
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. While this role may involve desk-based tasks, employees must be able to ambulate independently, operate a motor vehicle, and transition between office and field environments. Field-based responsibilities may include walking short distances, climbing stairs, and carrying essential work items such as a laptop.
  • Close concentration, visual attention and need for manual dexterity required.
  • Normal working conditions. Work is typically performed in a standard behavioral health environment with minimal exposure to environmental hazards.
  • Staff may occasionally engage in behavior intervention strategies, such as verbal de-escalation or redirection, to support client safety and therapeutic goals.
