Position Summary

The Human Resources Manager is a strategic and hands-on HR professional who provides comprehensive, full-cycle Human Resources support to designated programs and/or support departments. This role partners with leaders to address employee and labor relations matters, support talent acquisition and retention, guide performance management, and implement HR initiatives that align with organizational and operational goals.

The Human Resources Manager serves as a trusted advisor to managers and employees, provides excellent internal customer service, supports organizational change, and identifies opportunities to improve HR processes and practices.

This is a hybrid position requiring a minimum of three days onsite and two days remote each week.

Responsibilities
  • Provide guidance and consultation to managers and employees on day-to-day employee and labor relations matters, as well as more complex workplace issues.
  • Advise leaders on relevant HR policies, procedures, employment practices, and legal considerations when addressing employee relations matters.
  • Conduct and/or support employee and labor relations investigations as needed.
  • Develop and maintain effective working relationships with union representatives and support positive labor-management relations.
  • Utilize HR metrics and business performance data to identify trends, assess workforce needs, and develop strategies for continuous improvement.
  • Provide guidance and resources to managers on positive employee relations, performance management, disciplinary matters, and other workplace concerns.
  • Partner with program leaders and Talent Acquisition to develop effective recruitment strategies, including reviewing open positions and job descriptions, identifying target talent markets and recruitment sources, developing advertising strategies, and providing compensation recommendations.
  • Participate in onsite interviews and support the selection and hiring process, including extending offers and coordinating new hire paperwork and background checks in partnership with Talent Acquisition.
  • Partner with program managers to monitor and support new employee performance during the initial probationary period.
  • Educate managers on HR policies, procedures, and employment laws to promote consistent and compliant employment practices.
  • Ensure HR programs and practices are implemented in accordance with JEVS policies and applicable federal, state, and local employment laws.
  • Partner with leaders to foster a high-performance culture focused on quality, efficiency, goal attainment, employee engagement, and alignment with JEVS' Core Principles and Mission.
  • Support organizational and cultural change initiatives by assessing workforce needs and helping leaders identify changes in roles, competencies, behaviors, and skills required to meet evolving business needs.
  • Partner with program leadership to establish and support performance management goals and initiatives.
  • Provide support and coverage to other HR team members as needed.
  • Perform other duties as assigned.
