Project Manager 
Salary Range: $123,000 to $138,500 per year
Ops Tech Alliance (OTA) is seeking a Project Manager (Key Personnel) to support the Defense Language Institute Foreign Language Center (DLIFLC) at the Presidio of Monterey, CA. This role serves as a Scrum Master and Agile coach for the contract's development and sustainment team, guiding the team into a self-organized, effective unit with a sustainable cadence.
This position is contingent upon contract award. 
Responsibilities
• Serve as Scrum Master for one or more development/sustainment teams.
• Identify, understand, and document functional requirements and user stories.
• Facilitate the complete project lifecycle across competing availability, priorities, and multiple stakeholders.
• Coach and mentor the team on Agile, Waterfall, ATDD, TDD, CI/CD, pairing, and automated testing.
• Track project deliverables, schedule, risk, and stakeholder communications.
• Coordinate with the Program/Contract Manager on resourcing and reporting.
Required Qualifications
• BA/BS from an accredited college or university with 5+ years of project management experience, OR AA/AS with 7+ years, OR 9+ years of project management experience in lieu of degree.
• Active IAT Level II certification (one of: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, or SSCP).
• Active Scrum Master certification (CSM or PSM).
• Demonstrated knowledge and experience with Waterfall and Agile techniques: User Stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, and Automated Testing.
• Experience facilitating complete project lifecycles with competing priorities and multiple stakeholders.
• U.S. Citizenship; ability to obtain and maintain a Common Access Card (CAC).
Desired Qualifications
• PMP certification.
• SAFe certification.
• Prior DoD or Army experience.
• Active Secret clearance (a plus, not required).
