The COO is responsible for the strategic and operational oversight of Daybreak's facilities management, financial operations, and grant management functions. This role ensures that organizational resources, physical assets, and grant funds are managed responsibly, efficiently, and in compliance with applicable requirements. The position serves as a member of the Executive Leadership Team (ELT) and works closely with the CEO, CCO, and program leadership to support the agency's mission and long-term sustainability.

Essential duties include:Facilities Management
  • Provide leadership and oversight for all agency facilities and physical assets
  • Develop and manage facility maintenance plans, capital improvement projects, and space utilization
  • Oversee vendor contracts related to buildings, maintenance, repairs, safety systems, and security
  • Ensure facilities comply with local, state, and federal safety and building regulations
  • Coordinate safety and health initiatives related to physical spaces, including inspections and corrective actions
  • Serve as liaison with contractors and regulatory inspectors, as applicable
Finance Department Oversight
  • Provide administrative oversight of the Finance Department and serve as liaison with third-party financial partners
  • Support development, monitoring, and management of agency budgets
  • Ensure effective financial controls, policies, and procedures are followed
  • Review financial reports and provide analysis to support leadership decision-making
  • Coordinate with external auditors and assist with audit preparation as assigned
  • Promote sound fiscal stewardship aligned with organizational goals
Grant Management
  • Oversee all aspects of federal, state, county, and local grant management, including post-award compliance and reporting
  • Coordinate with program staff, finance staff, and leadership to ensure grant deliverables and financial requirements are met
  • Monitor grant budgets, expenditures, and timelines to ensure alignment with funding requirements
  • Ensure completion and timely submission of grant reports to funding agencies
  • Maintain accurate grant documentation and reporting systems
  • Support grant applications and renewals as assigned by the CEO
Leadership and Strategic Support
  • Participate in agency management and planning activities
  • Contribute to the development and execution of organizational goals related to infrastructure, financial sustainability, and funding diversification
  • Develop and maintain positive relationships with funders, vendors, and community partners
  • Represent Daybreak at meetings or on committees related to facilities, finance, or funding, as assigned
  • Attend Board meetings as requested
Supervisory Responsibilities

Directly supervises facilities, finance support, and/or grant administration staff, including:

  • Participating in the selection/hiring process, including pre-screening of applicants
  • Providing agency- and job-specific orientation and training for new employees
  • Reviewing and approving timesheets, leave requests, expenditure vouchers, and other personnel forms
  • Directing, supervising, and evaluating performance, and providing feedback
  • Ensuring staff attendance at all required in-services, trainings, and mandatory meetings
  • Monitoring training and certifications to ensure staff competencies
  • Developing corrective action plans as needed
QualificationsEducation & Experience
  • Minimum of a Bachelor's degree in Business Administration, Finance, Public Administration, or a related field required; Master's degree in a related field preferred
  • Minimum of 8-10 years of progressively responsible operations experience required
  • Experience in nonprofit or public sector environments preferred
Skills & Abilities
  • Ability to understand, analyze, and interpret financial statements, budgets, and management reports
  • Strong knowledge of nonprofit financial principles, internal controls, and fiscal accountability
  • Knowledge of grant lifecycle management, including post-award compliance, reporting, and financial tracking
  • Ability to interpret and apply federal, state, local, and private funder regulations and requirements
  • Strong attention to detail to ensure accuracy, timeliness, and completeness of grant documentation and reporting
  • Leadership skills with the ability to guide, motivate, and develop staff and management teams
  • Demonstrated capacity for strategic thinking and long-term planning related to organizational infrastructure, financial sustainability, and funding diversification
  • Ability to effectively delegate responsibilities while maintaining accountability and oversight
  • Strong interpersonal skills with the ability to build trust, collaborate across departments, and foster positive working relationships
  • Excellent verbal and written communication skills, ensuring clarity, accuracy, and attention to spelling and grammar
  • Strong organizational skills with the ability to manage multiple projects, deadlines, and stakeholders simultaneously
  • Ability to work well within a team, contributing positively to group dynamics and collaborative efforts
  • Exceptional organizational and time management abilities to effectively balance multiple tasks and responsibilities
