Position Summary
The Director of Turnaround and Small Capital Projects provides strategic leadership and oversight for all turnaround activities and small capital project execution across the organization. This role is responsible for developing and implementing best practices for planning, budgeting, scheduling, and execution of facility shutdowns and capital improvements. The Director ensures projects are completed safely, on time, within budget, and in compliance with regulatory and company standards while minimizing operational disruptions and maximizing asset reliability.
Key Responsibilities
Turnaround Management
  • Develop and execute comprehensive turnaround strategies, schedules, and budgets.
  • Lead planning, preparation, execution, and post-turnaround evaluations.
  • Establish turnaround governance, standards, and continuous improvement initiatives.
  • Coordinate with Operations, Maintenance, Engineering, Supply Chain, and contractors to ensure successful execution.
  • Manage turnaround scopes, risks, resource requirements, and contingency plans.
  • Monitor turnaround performance metrics and implement corrective actions as needed.
  • Drive safety excellence and ensure compliance with all environmental, health, and safety regulations.

Capital Project Management
  • Oversee a portfolio of small capital projects from concept through commissioning.
  • Establish project priorities aligned with business objectives and operational needs.
  • Ensure projects meet cost, schedule, quality, and performance expectations.
  • Lead capital planning, budgeting, forecasting, and reporting activities.
  • Manage engineering design reviews, procurement strategies, construction activities, and startup efforts.
  • Identify opportunities for asset reliability improvements, process optimization, and cost reduction.

Leadership & Stakeholder Management
  • Lead and develop project managers, planners, engineers, and support personnel.
  • Foster a culture of accountability, collaboration, safety, and continuous improvement.
  • Build strong partnerships with plant leadership, operations teams, contractors, and external vendors.
  • Present project updates, capital plans, and turnaround status reports to senior leadership.
  • Support talent development, succession planning, and team capability building.

Financial Management
  • Develop and manage annual turnaround and capital project budgets.
  • Evaluate business cases, return on investment (ROI), and project justification analyses.
  • Monitor project expenditures and identify opportunities for cost optimization.
  • Ensure accurate forecasting and financial reporting.

Risk & Compliance
  • Ensure compliance with OSHA, environmental regulations, industry standards, and company policies.
  • Lead risk assessments, hazard reviews, and project safety planning.
  • Manage contractor performance and adherence to safety and quality requirements.
  • Implement lessons learned and continuous improvement processes.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Project Management, or related technical field.
  • 10+ years of experience in industrial operations, turnarounds, maintenance, engineering, or capital project management.
  • 5+ years of progressive leadership experience managing teams and cross-functional initiatives.
  • Demonstrated success leading large-scale turnarounds and capital projects in manufacturing, chemical, refinery, energy, or related industries.
  • Strong knowledge of project management methodologies, scheduling tools, and cost controls.
  • Experience managing contractor organizations and third-party service providers.
  • PMP or equivalent certification.
  • Experience with portfolio management and capital allocation processes.
  • Knowledge of reliability engineering and maintenance best practices.
  • Experience implementing process improvement methodologies such as Lean, Six Sigma, or Operational Excellence programs.

Work Environment
This position may require work in office, shop, and customer field environments, including industrial plants, refineries, petrochemical facilities, power plants, pipeline facilities, and manufacturing sites. The role may require travel, extended hours, weekend support, and emergency response availability based on business and customer needs.
