About the Job:
The Youth Program Manager will play an integral role in the development, implementation, and evaluation of youth programming throughout the organization, including after-school programs, teen clubs, and other specialized youth-development models. This full-time, non-exempt position reports to the AVP of Programs & Data Management and will be based at the corporate headquarters in Rancho Cucamonga with the possibility of a portion of work completed on property when necessary.
RESPONSIBILITIES
The Youth Program Manager is responsible for being an expert in youth programming and well versed in program design, development, implementation, data collection and compliance regulations associated with youth programming. The Youth Program Manager is responsible for assessing needs, developing program strategies, and ensuring the delivery of quality programming through planning, evaluating, mentoring/coaching of staff, and developing a curriculum and environment that supports the growth and development of youth. The Youth Program Manager must effectively document, communicate and evaluate the youth programs and make program recommendations/changes based on both the compliance and effectiveness of programming.
Program Management
  • Oversee the operations and programmatic excellence of all youth development programs with a particular focus on afterschool program and teen club.
  • Lead the design and expansion of youth programs, identifying innovative approaches to enhance program delivery and impact across regions
  • Manage, mentor and develop a team of program site coordinator, AmeriCorps members and interns. Provide clear direction, support and accountability to ensure high performance and professional growth.
  • Approaches problem solving with a proactive, structured and trauma informed lens. This includes working collaboratively with internal teams and external partners on ensuring youth programming is operating efficiently and aligned with funder regulations.
  • Develop a curriculum that provides age-appropriate activities that align with youth development outcomes
  • Design and implement comprehensive training programs for youth development staff and volunteers to ensure consistent high quality program delivery
  • Coordinate purchasing and maintain inventory of needed supplies

Data, Reporting & Compliance
  • Work with AVP of Programs & Data Management to conduct quarterly in-house program audits and perform random program evaluations to ensure compliance and quality service delivery for internal afterschool and teen programming
  • Oversight of data training, entry and review data for accuracy and comprehensiveness on a consistent monitoring schedule for afterschool and teen programming
  • Manage and monitor assigned program budget(s) including supplies, vendors, and partners
  • Provide regular reports of activities and events and maintain documentation in line with compliance regulations. This includes self-auditing regularly to ensure work remains compliant.
  • Ensure all program objectives are met include various private grants, city, state and federal funding, providing necessary reports and data to meet reporting requirements.
  • Ensure staff follow policies and complete records on all participants enrolled in youth programming

Professional Development
  • Ensure trainings are completed regularly to maintain a relevant level and update to date knowledge of compliance and data system ongoing.
  • Participate in annual trainings focused on core modalities such as Trauma Informed Care (TIC), Motivational Interviewing (MI), Harm Reduction and other applicable professional development opportunities.
  • Stay informed of best practices in youth development and integrate new approaches to continually enhance program quality and impact.

Personnel Management
  • Guide and supervise assigned staff, ensuring they have the tools and support to effectively carry out their jobs and meet defined objectives.
  • Reinforce a culture of teamwork and accountability.
  • Work to implement systems that maximize efficiency and impact by training and developing staff on an ongoing basis. Additionally, ensure all aligns with funder expectations and standards of professional excellence.
  • Coordinate ways to monitor nonprofit partner relations, impact and overall residents' satisfaction of youth programming offered by HTHF.
  • Build contract outcomes into staff annual performance reviews.

Community Partnerships and Donors
  • Maintain regular communication with external relations regarding new service partners and evaluation of service delivery by partners.
  • Serve as community ambassador, developing relationships resulting in in-kind service/product donations and financial contributions.
  • Community Building - Support social events and community engagement opportunities designed to build greater community among residents.
  • Must attend Company sponsored events that relate to the development of the team, which, from time to time, may include overnight stays at locations away from the employee's home.
  • Attend additional community events as needed.

Other duties may be assigned as necessary.
SKILLS & QUALIFICATIONS
  • Demonstrated track record and passion for working with vulnerable populations with complex needs.
  • Must have a sincere interest in working with those that have experienced homelessness from a variety of age ranges and backgrounds.
  • Excellent organizational and document management skills.
  • Ability to work cooperatively and collaboratively with other HOPE staff, National CORE staff, public officials, private sector officials, parents, and community leaders.
  • Ability to meet the needs of a diverse, low-income population.
  • Ability to communicate effectively and demonstrate sensitivity to others.
  • Ability to write clear, grammatically correct administrative tasks including but not limited to: professional emails to internal and external stakeholders, meeting minutes, flyers, case notes, reports, narratives, social media posts.
  • Ability to use Outlook, Word, Power Point, Excel and other basic computer software programs.
  • Demonstrated ability to work independently and as part of a team.
  • Experience using a case management software including Homeless Management Information System (HMIS), is strongly preferred.
  • Fluency in a language in addition to English is preferred.

MANDATORY REQUIREMENTS
  • Bachelor's degree in public health, human behavior, psychology, social work or related field is desirable or have an equivalent combination of education and experience.
  • Have a minimum of two years of relevant experience within social services, homeless services and/or a supportive/ emergency housing setting.
  • Demonstrated experience working and managing programs within a social service, supportive/emergency housing or related field providing case management services.
  • Experience managing programs, working within and demonstrated understanding of unique challenges for vulnerable populations including but not limited to those experiencing homelessness, mentally ill, substance use illness, trauma, and chronic medical needs, is preferred.
  • Be able and willing to work flexible hours which may include evenings or weekends.
  • Have reliable transportation and:
