Description About WSDOT The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. Our dedicated workforce plans, designs, builds, and operates an integrated transportation system that safely and efficiently moves people and goods throughout the state. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT leads an award-winning Active Transportation Plan, manages the world's longest floating bridge, and operates the largest ferry system in the nation.

The Opportunity WSDOT is currently seeking a detail-oriented and highly organized Contract Ad & Award Specialist to join the State Construction Office in Olympia. In this role, you will support the accurate, timely, and compliant advertising, bidding, and award of state and federally funded highway, ferry terminal, and facility construction contracts. This position plays an important role in supporting WSDOT's statewide contracting programs by helping ensure procurement activities are conducted with accuracy, transparency, consistency, and regulatory compliance.

Working closely with contractors, agency staff, and the public, you will contribute to the successful delivery of transportation improvement projects that support communities across Washington. What to Expect This position supports statewide construction procurement activities in a fast-paced, detail-oriented environment where accuracy, consistency, and compliance are essential. You will work closely with agency staff, contractors, and the public while supporting the advertisement, bidding, and award of transportation construction contracts.

Among the varied range of responsibilities held within this role, you will: Review contracts submitted for advertisement using plans, specifications, and estimates (PS&E) documents; prepare, create, and proof contract documents, proposals, and web pages to support public advertising in compliance with established procedures. Set up contracts for advertisement in procurement and bidding systems, create web content, and prepare contract advertisements using contract documentation and verified project information. Provide procurement support for contract advertisement and award activities by preparing and proofreading addenda, bid opening documents, bid tabulations, correspondence, reports, and related procurement records with a high degree of accuracy.

Maintain eligible bidder lists, prepare communications related to bid acceptance or rejection, respond to contractor and public inquiries, and support project advertisement and award status reporting. Process electronic plan orders, verify contractor prequalification to ensure eligibility and compliance, and support invoicing, receivables, payment tracking, and invoice closeout activities. Assist with WSDOT's public bid openings by receiving and reviewing bid proposals, processing bid modifications, conducting bid checks, verifying bid accuracy, and preparing bid-related reports and documentation.

Evaluate contractor-submitted Statements of Qualifications (SOQs) and Technical Proposals for compliance with established requirements and maintain associated records. Create, maintain, audit, archive, and dispose of electronic and paper procurement files in accordance with public records and records retention requirements, while supporting additional Contract Advertisement and Award office functions as needed. Ethics & Confidentiality: Strength in ethics and skills maintaining objectivity, confidentiality, consistency, and fairness to maintain a level playing field. Confidential Information Handling: Ability to maintain confidentiality and protect sensitive or confidential bid and financial information. Process Improvement: Ability to identify opportunities to improve efficiency, consistency, and quality within procurement and contract award processes.

Communication & Customer Service: Ability to respond to contractors, agency staff, partner agencies, and the public clearly, professionally, and with technical accuracy verbally, in writing, and by phone with a diverse group of customers. Analytical Skills: Ability to analyze and evaluate submittals, statements of qualifications, proposals, bids, and data using contract proposals, plans, specifications, and department databases. Public Speaking & Representation: Ability to speak in public meetings and represent the department.

Organization & Time Management: Ability to self-manage time and prioritize multiple time-sensitive and competing tasks. Teamwork & Inclusivity: Ability to function in and support an inclusive team environment, sharing and receiving feedback and instruction with coworkers and supervisors. Records Management: Ability to maintain files and records in accordance with public records requirements.

It is preferred that qualified candidates also demonstrate: Government Procurement Knowledge: Knowledge of state or federally funded contracting requirements, competitive bidding practices, procurement regulations, or administrative procedures. WSDOT Contracting Systems & Processes: Familiarity with WSDOT plans, specifications, contract advertisement and award procedures, contractor prequalification, or related contracting processes. Web & Records Systems: Experience maintaining web content, electronic records, document management systems, or procurement-related databases.

Important Notes This recruitment may also be used to fill additional positions per business needs. This position offers flexible/hybrid remote work options. In addition to the salary range listed, a general wage increase of 2% will be applied for all state employees on July 1, 2026.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
