Job description

Bering-Alaka`ina Holdings (BAH) has a potential need for a Project Manager/Working Lead to provide Project Management of Information Technology (IT), IT logistics, and Cybersecurity support services for our government customer located in Ft. Hood, TX.
DESCRIPTION OF RESPONSIBILITIES:
  • Serve as Information Management Officer (IMO and perform various IMO duties (e.g., communicate with external and/or higher-level IT organizations on behalf of the Government customer, act as liaison between ATEC Secret Internet Protocol Router Network (SIPRNET) users, the local Network Enterprise Center, etc.)
  • Perform Project Management Services to include but not limited to: organize, document, and participate in ATEC IT projects for project management services, to include planning, purchasing, executing, and maintaining IT hardware and software, as directed by designated Government representatives and ATEC G6
  • Enforce the organization's Acceptable Use Policy (AUP) for all civilian, military, and contractor personnel when using Government information systems as defined by the Government
  • Provide support to the forms management program which includes all forms used by OTC. This effort shall include creating, updating, and modifying forms upon request by the Publications and Forms Control Officer and completing them within three (3) workdays of request. Upon approval by the Forms Officer, lock new/revised forms to prevent editing and upload to a Government system within one (1) workday
  • Perform Enterprise Microsoft Project application implementation, interface development, Project Management Professional (PMP) certification, Business Process Improvement (BPI), and Microsoft Project training and class material development
  • Assist the test officers in the preparation, planning and development of a Project Plan/Test Resource Plan (TRP) and be involved with MS Project training
  • Provide technical expertise for Microsoft Project Development support and Operational Testing at Fort Hood and supported remote locations
  • Designate personnel to serve as SIPRNET System Administrators (one primary and two alternates)
  • Provide Technical Document Support including review, staff, and comment on DOD and DA T&E and acquisition policy, create, review and staff ATEC T&E policy, support ATEC Enterprise with T&E questions/issues, and provide assistance to test officers in the preparation, planning and development of T&E plans and reports
  • Create/revise/edit data visualization and briefing presentations in support of HQ ATEC to include preparing briefings of requested content to include graphics, visuals, and information and data presentation; support and preparation for ATEC meetings; and provide general graphics support to include creation of graphics libraries and templates.
  • Submit all work for approval by the Government prior to staffing/implementation
  • Be responsible for coordinating and scheduling Government facilities and classroom space for the purposes of Training
  • Create, organize, and conduct training and educational programs for information systems or end-user personnel on hardware, software, or other technology topics with resources provided by the Government required to deliver the training
  • Provide management system training to include, but not be limited to, the following:
    • Provide sustainment training for management systems, such as ATEC Decision Support System, Project Management Module, and other management systems, which shall be conducted on a recurring basis, with class frequency recommended by the contractor and approved by the Government
    • Cover functional content in the class in addition to technical execution of the software
    • Provide customer training, as needed, when significant modifications are made to existing management systems
  • Oversee the preparation, execution and monitoring of projects within the budget policies and procedures of contract. Ensure that all projects are delivered on-time, within scope and within budget
  • Manage deliverables, status and quality elements throughout the project lifecycle
  • Set deadlines, assign responsibilities, monitor and summarize progress of project
  • Coordinate and monitor the scheduling, pricing, and technical performance of the project
  • Prepare reports for senior leadership regarding status of project
  • Build and maintain working relationships with team members involved in the projects
  • Establish internal support for the methods used to complete the project
  • Assist in the development of high complex solutions
  • Develop and manage written project plans, including program schedules and communicate plans with all Government staff, contract team members, users, and other parties involved in the project
  • Communicate project needs, goals, and milestones with appropriate Command Staff, Senior Management and Team members.
  • Ensure adherence to master plans and schedules and develop solutions to project problems
  • Work closely with government stakeholders and technical leaders to ensure the development and delivery of integrated solutions, providing input into project direction and design
  • Define and develop project processes, requirements, flows, structure, schedule, and deliverables
  • Prepare and maintain documentation and publications relating to users, systems, programming, operations, products, and services
  • Gather and research technical information, including engineering and development information, for use in documentation activities
  • Develop and analyze solutions to meet IT mission requirements
  • Interview programmers, engineers, developers, and other technical personnel to become familiar with product technology and development methods
  • Coordinate internal resources and vendors for the flawless execution of projects
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs
  • Measure project performance using appropriate systems, tools and techniques
  • Perform risk management to minimize project risks

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Relevant education/experience must be in an IT discipline related to the assigned program area (e.g., Network Engineering, Network Management, Computer Science, Information Systems, Computer or Software Engineering, Management Information Systems, Computer Forensics/Security, etc.).
  • Must possess a minimum of a Highschool Diploma/GED & thirteen plus (13+) years' relevant experience; OR
  • a minimum of an Associate's Degree - Directly Related & eleven plus (11+) years' relevant experience; OR
  • a minimum of a Bachelor's Degree - Directly Related & nine plus (9+) years' relevant experience; OR
  • a minimum of a Master's Degree - Directly Related & seven plus (7+) years' relevant experience.
  • Must have at least one (1) certification in the project management field.

REQUIRED SKILLS AND EXPERIENCE:
  • Must have a minimum of five (5) years' of experience leading twenty (20) or more employees.
  • Direct Experience in DOD Computing Environment, Security+ (or equivalent DOD Directive 8570.1 IAT II)
  • Must be proficient in the use of computers and software required to perform work (e.g., Microsoft Office software).
  • Must have working knowledge of MS Project; familiarity with OTC operational testing environment preferred.

HIGHLY DESIRED SKILLS AND EXPERIENCE:
  • Experience with project tracking, providing detailed work plans, schedules, project estimates, resource plans, and status reports
  • Knowledge of FAR regulations and requirements
  • Knowledge of Department of Defense (DoD) network security requirements
  • Knowledge of network design, operation, and maintenance
  • Knowledge of DoD Cybersecurity requirements
  • Knowledge of and experience with help desk support and operation
  • Knowledge of networking and network-based software applications
  • Demonstrated ability for oral and written communication with the highest levels of management
  • Expert knowledge of IT Systems and understanding of Networking and Computer Information Systems
  • Demonstrate ability to manage multiple diverse IT projects across multiple IT disciplines as well as IT plans and policy experience
  • Demonstrate ability to manage and track IT projects across multiple directorates and organizations is preferred
  • Demonstrate ability to understand that IT project management is part project management, part technology operations and part general management. IT project manager's plan, organize, and integrate cross-functional information technology projects that are significant in scope and impact
  • Demonstrate ability to develop requirements with the supported customer and design a solution to meet the IT requirements and deadlines, and work effectively within time constraints
  • Demonstrate ability to analyze a provided solution to compare with the current environment(s) and determine if the solution meets the mission requirements.
