Job description

Job Description Summary: The incumbent for this position is responsible for ensuring that each participant in the Road to Careers (R2C) program receives adequate, timely, and appropriate supportive services to address individual barriers to employment throughout training and the transition into the workforce. The Workforce Case Manager serves as the central coordinator of supportive services, conducts barrier assessments, develops individualized support plans, manages referrals to internal and partner resources, and delivers structured post-placement retention support. The Workforce Case Manager is responsible to the Program Coordinator/Lead Instructor for the satisfactory performance of the essential job functions.


Position Requirements Summary:

Education & Experience:

  • Required: High School Diploma or equivalent
  • Preferred: Associate or bachelorโ€™s degree in social work, human services, workforce development, or related field
  • Experience:
    • Two years' experience in case management, workforce development, social services, or a related field.
    • Working knowledge of public assistance programs (TCA, SNAP, LIHEAP, housing supports) and benefit transition ("cliff effect") considerations.

Technical Skills:

  • Strong math and analytical skills.
  • Proficiency in Microsoft Word, Excel, Outlook, and other software applications for data retrieval, spreadsheet creation, and reporting.

Professional Standards:

  • Must always maintain confidentiality.

Communication Skills:

  • Ability to communicate effectively, appropriately, and professionally in both written and verbal formats with coworkers, supervisors, customers, vendors, participants, employers, and partners with software agencies.


Responsibilities and Duties:

Provide a participant-centered, barrier-responsive case management experience that prioritizes screening individuals into opportunity.

Intake and Barrier Assessment:

- Conduct intake interviews and barrier assessments for all program participants.

- Coordinate administration of NRS-approved literacy and numeracy assessments with the CSM


Adult Education Instructor.

- Develop an individualized supportive services plan for each participant.


Supportive Services Coordination:

- Coordinate transportation assistance, DOT physical/drug screen scheduling, employment readiness, and basic needs stabilization supports for participants throughout training.

and external partners (Department of Social Services, The Jude House, JobSource, recovery providers).

- Coordinate benefit transitions with participants receiving public assistance to mitigate "cliff effect" disruptions.

- Maintain documentation of all services rendered and referrals made in accordance with grant reporting requirements.


Retention and Post-Placement Support:

- Conduct structured retention check-ins with participants at approximately 30, 60, and 90 days after hire.

- Coordinate barrier resolution and stabilization referrals during the post-placement period.

- With participant consent, communicate with employers to support successful onboarding and address non-performance-related issues.

- Re-engage separated participants and assist with reconnection to employment opportunities.


Recordkeeping and Reporting:

- Maintain a case file for each participant, including assessments, service plans, contact notes, and outcomes data.

- Provide case management data inputs for monthly programmatic reports to the Maryland Department of Labor.

- Support continuous improvement by identifying recurring barriers and recommending program adjustments.


Coordinate with the Program Coordinator / Lead Instructor, Second Instructor, and partner organizations (with participant consent) to ensure consistent communication across the participant's training and placement experience.


Perform other duties as assigned.


Licenses or Certificates:

  • ELDT instructor certification (required within 90 days of hire).
  • CPR and First Aid certification required.
  • Valid Maryland Driver's License.


Special Requirements:

  • State and Federal Bureau of Investigation Criminal Background Check.
  • National Sex Offender Public Registry Check.
  • Physical examination and Tuberculin PPD Tine Test at hire and annually.
  • Pre-employment, random, and post-accident drug and alcohol testing.
  • Current Certified Driving Record.

Physical Demands:

  • Effort Level: Limited physical effort
  • Requirements:
    • Minimal physical exertion required.
    • Primarily sedentary or light tasks
