POSITION OVERVIEW:

The Quality Manager is responsible for establishing, implementing, and managing the comprehensive quality assurance program at the Savannah River Site (SRS) in Aiken, SC. This senior leadership position ensures that all QGS construction, maintenance, and operations activities are performed in full compliance with NQA-1 standards, applicable DOE Orders, federal regulations, and QGS internal quality management requirements. The Quality Manager serves as the primary quality interface with DOE client personnel, regulatory bodies, and project leadership, and is accountable for the overall quality culture, performance, and continuous improvement of the QGS quality program at the site. The ideal candidate brings 10+ years of quality management experience in a nuclear, DOE, or similarly regulated government contracting environment.

What You'll Do
  • Lead, develop, and manage the site quality assurance program in compliance with NQA-1, applicable DOE Orders (DOE O 414.1, DOE O 226.1), and QGS Quality Assurance Program Description (QAPD), ensuring all work activities meet established quality standards and contractual requirements.
  • Manage and mentor a team of quality assurance engineers, field quality specialists, and document control personnel; provide performance evaluations, training, professional development, and day-to-day direction.
  • Serve as the primary QA interface with DOE client representatives, NNSA/DOE-SR oversight personnel, and regulatory bodies; lead quality program briefings, surveillance responses, and corrective action presentations.
  • Oversee the site nonconformance reporting (NCR) program, condition reporting system, and corrective action program (CAP); ensure timely identification, evaluation, disposition, and closure of quality issues.
  • Direct the planning, scheduling, and execution of internal quality audits, surveillances, and inspections; ensure findings are documented, tracked, and resolved in accordance with QGS and DOE requirements.
  • Review and approve quality plans, inspection and test plans (ITPs), and quality-related procedures for construction, maintenance, and operations activities; ensure documents are current, controlled, and properly implemented.
  • Champion a strong quality culture across the project by providing quality training, lessons learned, and performance trend analysis to project leadership and site personnel.
  • Perform other duties as assigned in support of QGS quality assurance, project, and program management objectives.
What You'll Bring

Required Education and Experience

  • Bachelor degree in Engineering, Quality Management, Physical Sciences, or a related technical field; equivalent combination of education and relevant experience may be considered.
  • Minimum of 10 years of progressive quality assurance experience in a DOE nuclear facility, nuclear power plant, or similarly regulated government contracting environment, with at least 4 years in a management or supervisory role.
  • Comprehensive knowledge of NQA-1 quality assurance requirements and applicable DOE Orders governing quality management (DOE O 414.1, DOE O 226.1).
  • Demonstrated experience managing nonconformance programs, corrective action programs, audit and surveillance programs, and document control functions.
  • Strong leadership, communication, and stakeholder management skills with demonstrated ability to interface effectively with DOE clients and regulatory personnel.

Preferred Education and Experience

  • Master degree in Engineering, Quality Management, or a related field.
  • Direct Savannah River Site or DOE major facility quality management experience (Hanford, WIPP, INL, Y-12, Oak Ridge, or equivalent).
  • Certified Quality Manager (CQM) or Certified Quality Auditor (CQA) designation through ASQ.

  • Must be able to obtain and maintain a valid Savannah River Site access badge and pass all required DOE background checks and personnel security requirements.
  • Valid U.S. driver license.

Preferred Licenses/Certifications

  • DOE Q or L Security Clearance.
  • Certified Quality Manager (CQM) or Certified Quality Auditor (CQA) through ASQ.
  • Lead Auditor certification (ISO 9001 or NQA-1 based).

SUPERVISORY RESPONSIBILITIES:

  • Directly supervises 4 to 10 quality assurance engineers, field quality specialists, and document control personnel. Responsible for full people management including hiring, performance evaluations, corrective actions, and professional development planning.
