Job description

Position Overview

Western Door Federal, LLC is seeking a Technical Advisor to support the Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP) within the Defense Health Agency (DHA). This position supports DHAPP's global mission by providing technical leadership, strategic oversight, and operational coordination across multiple international HIV programs.

The Technical Advisor works closely with the Branch Chief to oversee branch operations, provide technical guidance, support country programs, and ensure successful execution of DHAPP priorities. The position serves as a senior technical advisor and leader responsible for coordinating technical assistance, monitoring program performance, and supporting cross-functional collaboration across DHAPP.

Full-time telework is not permitted.

Essential Duties and Responsibilities

Branch Leadership

  • Assist the Branch Chief in the leadership and daily management of the Technical Programs Branch.
  • Provide leadership and guidance to Technical Advisors supporting DHAPP country programs.
  • Represent the Branch Chief during meetings and engagements as delegated.
  • Assist in establishing branch priorities, workload distribution, and strategic planning.

Technical Program Oversight

  • Coordinate and oversee technical support provided to assigned country programs.
  • Review country program activities to ensure alignment with DHAPP objectives and technical guidance.
  • Assist in developing and implementing technical strategies that strengthen HIV prevention, treatment, laboratory, and health systems within partner militaries.
  • Monitor technical deliverables and assist in resolving programmatic challenges.

Country Program Support

  • Coordinate with Country Support Teams, Strategic Information, Epidemiology, Operations, and other DHAPP branches to ensure integrated program support.
  • Participate in country planning activities, technical reviews, and strategic discussions.
  • Support implementation of country work plans and monitor progress toward program objectives.

Quality Management

  • Review Quarterly Technical Reviews (QTRs), technical reports, and other branch products for quality and consistency.
  • Support development of technical guidance documents, standard operating procedures, and best practices.
  • Ensure technical products meet DHAPP and Defense Health Agency standards.

Collaboration and Communication

  • Foster collaboration across DHAPP branches and external stakeholders.
  • Coordinate with partner militaries, implementing partners, U.S. Embassies, and other U.S. Government stakeholders as appropriate.
  • Participate in technical working groups, branch meetings, and organizational initiatives.

Workforce Development

  • Mentor Technical Advisors and provide guidance on professional development.
  • Assist in onboarding new staff and supporting workforce development initiatives.
  • Promote knowledge sharing and continuous improvement throughout the branch.

Travel

  • Conduct domestic and international travel in support of country programs, technical assistance, site visits, assessments, and strategic engagements as required.

Additional Duties

  • Perform other duties as assigned in support of DHAPP operations.

Minimum Qualifications

  • Master's degree in Public Health, International Health, Epidemiology, Medicine, Nursing, Health Sciences, Global Health, or a closely related discipline.
  • Minimum five (5) years of progressively responsible experience supporting international public health or global health programs.
  • Demonstrated leadership experience managing multidisciplinary teams or complex technical programs.
  • Strong knowledge of HIV prevention, treatment, laboratory systems, strategic information, surveillance, or related public health disciplines.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Proficiency with Microsoft Office applications.

Preferred Qualifications

  • Experience supporting Department of Defense global health programs.
  • Experience working with partner militaries or Ministries of Defense.
  • Experience with PEPFAR-supported programs.
  • Experience managing international technical assistance activities.
  • PMP certification or equivalent program management experience is desirable.

Security Requirements

  • U.S. citizenship.
  • Ability to obtain and maintain Public Trust Clearance.

Travel Requirements

  • Ability to travel domestically and internationally up to 25 percent of the time.

Working Conditions

This position is located in San Diego, California, and supports the Defense Health Agency HIV/AIDS Prevention Program. The position requires regular interaction with government personnel, contractor staff, and international stakeholders in both office and field environments.
